But dont forget each time they need to buy entire game, so the cost isnt only paying a RMT for lost stuff but each time they must spend for the game itself and they will think more than once if they really want to risk. For the buyers the pressure will be always bigger than for RMT for the fact they could lose everything.
This of course will not completely eradicate all the RMT but it could lower the amount to some acceptable levels, as there is no online game without RMT. The point is to have constant pressure on buyers and RMT will drop as the demand drops. Even if you remove houses from RMT there are tons of other things what are enough "motivating" to keep this whole RMT story in perpetual motion.
Last but not least, honest player really cant be against banning everyone involved in RMT so why not...
