Just to add on to this.
They specifically mentioned "Fisher" on the slide.
In 1.0, fisher did have a Fishing Spear in it's offhand slot. However, it was very limited to streams and under utilized. With swimming and diving added, it seems like the most opportune time to reintroduce it.
I guess we will be able to access hidden caves with monsters only by diving/swimming so it is not just for gathering. I never played any MMO with underwater combat, my only experience is Emerald Weapon, why is it that bad to have underwater combat?

Y: In Heavensward, you unlocked flying after finishing the main quests in that area, so it wasn’t really necessary for the main quests. With swimming and diving, you will need it for certain main scenario quests, which is why you will need to get the ability to do so. Other than the MSQ, you won’t be forced by the game to swim/dive. However, there will be content for it that will expand the game experience. Underwater combat is inevitably a bad feature in MMO's like this one, because the combat system isn't really designed for full utilization of the vertical axis. Making it functional is one thing. Making it not look like trash is another, as you deal with attacking things directly above and below you, and getting proper animations for everything underwater. The ability to fight in a full 360 environment like that doesn't really come easily, animation-wise, for an MMO.
Edit: It's also typically very frustrating because it is way more difficult to see enemies.
Underwater fighting monsters and some likeness to Leves is available on GW2 it worked great and was a lot of fun, plus they added new gathering items and the rewards where pretty decent. I am glad to see that they are adding features rather than just another OP Mob to beat down to death and then everyone complain once it gets a bit stale.
I suspect it will only be in Stormblood zones. Unfortunate but likely.
The animations look pretty nice in the video, and I appreciate that it looks like they're making an effort to populate underwater with scenery instead of leaving it a barren wasteland. xD
I can see them adding swimming to older zones, maybe limit that they can't dive to avoid having to do any major redesigns outside of maybe moving the boundaries a bit in like the Limsa Housing area or Costa del Sol
the ARR zones are getting it "limited" seems some areas you can only swim on the surface to get across and the one to get more work put into it will prolly be costa del sol for RP reasons.
Costa del Sol was mentioned at that time and was also shown in the demonstration video.
Main goal of the "limited zones" phrase is to prevent people from complaining if a zone doesn't get swimming.
ARR/HW zones I could see us getting to Swim/Dive in are: East La Noscea, Upper La Noscea, East Shroud and Mor Dhona.
Swimming will be available even in some ARR areas. Costa Del Sol was name dropped. Yoshida playfully dodged the question of whether housing areas would have swimming areas (but it's safe to speculate that they will). Not all bodies of water will be safe to swim in. Diving will be only in 4.0 areas.

That would be nice, but Costa would have to be the one exception to the rule.
Honestly flying is just as much as an aesthetic as swimming is and isn't necessary to the game. The only thing flying does is grant us a faster mode of transportation which could have technically been fulfilled by just increasing movement speed on land. What both flying and swimming do is place things within the game out of reach if you can't fly or swim/dive. You can't reach some parts of churning mist and sea of clouds without flying, but was that super necessary? No, but is it enjoyable to the game experience to have some things be limited without being able to fly to it? Heck yeah.
For the same reason, swimming is a desirable addition because they can add dungeons and NPCs that are only accessible by diving to them that make more sense to be in water based off the lore than it would make sense to be on dry land. For example, the Sahagin beast tribe really makes zero sense being on dry land. They should have been a beast tribe we would encounter during underwater exploration. It would also add fun dimensions to dungeons also where you might have to swim through a cavern or dive within a dungeon to get to the next boss.
Having swimming allows FFXIV to have more continuity instead of weird invisible walls every time you encounter water and allows the devs to come up with unique concepts like underwater cities like Atlantis. I'm actually secretly hoping that our new residential area is a underwater residence.The housing can exist within air pockets, but the majority of the area could be underwater. It would honestly be unique and incredibly beautiful.

Producer Yoshida should be aware of that and the dev team should be able to implement that system!...
It's worth to remember that only Tidus, Wakka and Rikku were able to fight underwater, that probably means not all jobs could do it and not all actions would be possible but then you can't expect to battle while diving without any kind of tradeoff!... :confused:
Awesome as this is it's not really THAT surprising to me. The 3D movement system was already in place from flying.

Not that i would hate underwater combat (in fact i was a beast killing ppls underwarter in GW2 pvp lol) but i dont see it woring in ffxiv, unless system forces us to just walk underweater like you do in the Sunken shrine in ffI.

as long as its avalible for Understandable/Expectable ARR/HW zones (Costa, Mist, etc...) I'm fine with it being added without combat, as long as they at lest make the expasion right (like HW's story so far felt great but end game felt like 2.0)
