Also, as a general rule, players of games such as this one tend towards freedom of action, rather than restriction. Hence, adding more restrictions = bad, especially if there's ways to deal with it in-game that don't force a host of potentially negative changes to the internal code of the game. There are already legitimate in-game means of dealing with any annoyance caused by using skills in towns, up to and including reporting the offender if need be. Coming to the forums to complain about something that can be dealt with, in-game, with readily accessible tools just smacks of entitlement. The game should not, and will not, be molded around special snowflakes who refuse to use the (completely effective) options they already have.
