The cats could use a bit of a culling by being a villain occasionally that requires an asskicking.
And one that is actually real important too, not something tiny.
You forgot something pretty crucial.
The primary antagonists of the game are all Hyurs in appearance. Ascians.
I've also seen plenty of Miqo'te villains, and I don't even pay that much attention to the story. Seems like there's a degree of confirmation bias here.
Moenbryda's introduction being immediately followed by her death is one of the darkest black marks on this game's storytelling. It was the prefect timing to add a new permanent cast member, and she walks on as a hyper-competent female Roegadyn who has an amazing dynamic with the rest of the cast. Really, though, they just wanted to develop Urianger more, so decided that the ol' Woman in the Refrigerator trope would be the most expedient, and picked a female Roegadyn simply as a way to pretend to be inclusive. Totally wasted character.
G'raha Tia, likewise, was just brimming with potential, not only as our first and (so far) only male Miqo'te with any plot significance, but also the first and only Student of Baldesion, and the first and only (plot twist) Allagan. A shame, because he ultimately serves no narrative purpose that could not have been accomplished by other characters in the story. He exists solely as a means of introducing Doga and Unei, who sacrifice themselves solely to empower him to sacrifice himself, ultimately negating the entire storyline. Why not just introduce them directly and have one stay behind to stop the Cloud of Darkness, and the other put the tower to sleep? In spite of the two hours of questing it took to introduce him, he became a totally wasted character, and a waste of three firsts they can never redo.
Ysayle and Estinien didn't even surprise me. I was just shaking my head at the inevitability.
I think Cid says something about pure blooded Garleans only having a third eye in the MSQ around the time we faced Garuda for the first time.
I can think of three male Miqo'te who are villians. The one in the beastman questlines after you've reached max rank, in one of the postmoogle quests where one of the Miqo'te sisters is part of the gang in the Shroud and in the Monk quests.
There is a female Miqo'te villain in the gladiator quests along with a male Midlander.
Only thing i wonder about.
Where are all those Au ra vanished to mysteriously? During the main story we had a whole part of all those refugees from Doman and none of the 3 big states wanted them in. This should mean there were quite a bit.
Now they all vanished into thin air except Yugiri pops up very few times during the main story.
I know they are ninja's and all but this is a bit silly.
Au ra being given the short end of the societal stick seems to have some precedence in Eorzea...
while this likely doesn't account for every au ra migrant, many are met with persecution or outright slaughter, such as the group with Sidurgu's parents.
Why no guff with an au ra player? Well your an adventurer, and useful. Not everyone is.

Indeed, if you take to the South Shroud, you'll find plenty of female Miqo'tes (All Moonkeepers at that!) that are aggressive enemies to murder on sight. There's also the Archer quest line that has a female Miqo'te as the main villain of the Archer story, and you spend the level 30 quest filling her full of arrows. Granted, you don't kill her, but depending on your viewpoint, the fact that you left her with the guards and Archer guild members as they come up with a punishment for her... you could be leaving her to a fate worse than death. And going back to the South Shroud, there are two FATE bosses there that are Miqo'te to beat down.
There's also a male Miqo'te villain, as someone else already mentioned, in the beast tribe quest line when you get maximum respect from all the beast tribes. There's also that female Au'Ra in the level 50 to 60 WHM quest line... (Which I have yet to complete, so I'm not 100% where she stands yet. No spoilers on that please... but I have my suspicions)
I think you're reading far too deeply into it. Why shouldn't characters - both new and old - be at risk of being killed off? If anything, the game could do with killing off more to help counter the rather jarring plot armour that we see the Warrior of Light shrouded in. If not for NPC's dying then we'd literally just have a story where the hero wins at every turn, saves the day and everybody cheers as if nothing has changed. I, for one, prefer the gritty and realistic approach taken by the lore team and I really hope that they continue as they are now.
While I agree with the rest of what you say, the female Miqo'te in the gladiator quests is incredibly negligable. She exists just to die, and her death has no visible impact on anyone. She shows up in one quest, makes you want to kill her, and then, boom, the very next quest you get to. No one makes any reference to her outside those two quests. No one swears vengeance over her bloody corpse. It's a damn waste.
And what's with all the Miqo'te courtesans? Let someone else be the doxies for a while!
Because pretty much only new characters have ever been at risk, and usually in the same story that introduces them. These stories aren't conceived one episode at a time; writers tend to know exactly what they intend to do with a character when they're introduced, otherwise they wouldn't introduce them at all. If a character dies, or gets sealed away, at the end of the story that introduces them, that means that was the intended resolution for them from the start. If the world then spins on as if it never happened, and the other characters who were with you simply neglect to ever mention it again, then it means that character's resolution has served no narrative purpose whatsoever. It's a waste of a character.
There are a number of Miqo'te villains. Nhaza'a Jaab, Keeper of the Moon antagonist from the Beast Tribe lines. Couerl King, Keeper of the Moon South Shroud FATE boss (also mentioned in other quests and seen in a Postmoogle quest). H'raha Tia, Seeker of the Sun antagonist from the Monk 50-60 questline. Granted that Nhaza'a Jaab is so rarely seen because of the amount of work needed to get to his questline and Couerl King is now rarely done (on my server anyway). I would love to see more Moonies, but not as villains. >_>
But yeah, not many Au Ra have been seen in comparison. We have a few allies (Yugiri, a couple of job quest NPCs that I won't mention, Mide), a vendor, one sort of antagonist? I haven't done enough white mage quests past 50 to see.
I demand more Duskwight.

There isn't much mention of garleans in general, Cid even mentioned not many people actually know about them and just assume garlemald is another hyur nation. Garleans as mentioned cannot use magic and it's mentioned on the website talking about the garlean empire and confirmed in a lore Q&A at one of the fan fests. They all have a third eye, Aryan features (so far), seem to be taller than highlanders or as tall and an inability to use magic hence why they focus so much on technology.

While player numbers might be low, it feels like 80% of npcs in the game are Elezen to me. No surprise plenty of them end up dying.

You know it's funny. They said they were going to introduce a roegadyn scion.
And they did. Moenbryda. She lasted for about a patch or so's worth of content and then was killed off.
Despite being a warrior woman who had, in my opinion, an actual lovable personality.
Don't get me wrong, her death was very powerful. But she just felt like a waste of a character and I have a hard time believing SE would have been as willing to kill her off if she had been introduced as a "cute, moe girl."

I've encountered a number of Miqote villains. Though when they're villains you can tell by their skin color... So far all of the ones that were villains had a dark gray skin color. In the archer class quest there is one female you spend several quests hunting down. Her face gets re-used for a few other villains as well.
Among Hyur there is a particularly brow-heavy male face that repeatedly shows up on villains - but I did once see it on an NPC you fight alongside.
Nay! The White Mage and Dark Knight questlines touch on that issue, but without any real depth. The 50-60 Ninja questline doesn't really touch on Raen culture, sadly, though Doman/Raen culture is probably very similar, and we do have some Doman snippets already floating about. Higiri does mention that Yugiri and her people have suffered terribly under the Garlean rule, though, and considering Rhitahtyn's hesitation in taking command of imperial facilities near Cape Westwind due to his race, we can only assume Garleans are racist as heck, despite the whole ideal that they value strength much more than origin. :p
In the 50-60 Dark Knight questline, Sidurgu mentions that some groups of Auri refugees were killed on sight when arriving in Ishgard, due to the Ishgardians mistaking them as Dravanians. He himself had to watch his parents get executed, because the Ishgardians figured it would be a mercy to let his family choose who's killed first. In the 50-60 White Mage questline, Alaqa mentions that her people were discriminated against, usually going as far as violence and other 'unspeakable' acts.

Not surprisingly, Limsa Lominsans seem relatively unphased by the Au Ra ... probably due to their travels beyond Eorzea + the fact that they're more or less in good terms with beat men that are not Sahagin or Kobolds

It has been confirmed that Garlemald was a remote nation few citizens populating it until they hit a golden age of technological advancement.
They also have said that they have no clue how they recruit people within their empire, but that a large portion of their troops are citizens from conquered areas that they have taken (especially children) and brainwashed into hating Primals and Beastmen. It's also been confirmed by the dev team before that they are promised citizenship in Garlemald (Proper name of the country, Garlean is its adjectival wording) and that its a advantageous to them, because native Garleans are unable to use magic.

And a majority of 'Garleans', as the naming conventions of the Garlens show - bear the title of Ban, while respected people such as builder and artisans have the title of Cen.
Countries that they have taken over, the people are given the title of Aan, and they don't even have the basic rights that Ban have, and are looked at as less than citizens - basically nothing unless they can prove to be useful though military service (20 years to be a citizen) or become a respected artisan.
So in short lol, it seems they are pointing to then being a very small race of people that hit a milestone in advancement and decided the cleanse the world into their beliefs - and most of the 'Garleans' we see (other than pure bloods such a Nael, Nero, Cid etc...) are brainwashed fighters from other nations that they have conquered.
