That's pretty much the biggest reason I find it unlikely that SE will be upgrading the off-hand tool anytime soon. Either it will be too good (having stats that are better than what you get by melding millions of gil worth of materia into the old off-hand) or it won't be good enough (having stats that are LOWER than said off-hand, meaning folks will be reluctant to invest in a piece that can never be best-in-slot).
