Ilv90 are the new DL, get used to it. Soon the ilv110s will be the new new DL, it's gonna happen over and over. No caps are needed for DL gear and that's how it should stay for the new DL gear as well.
Let me ask you this. For the ilv110s are you going to wait till ilv130s are out 6~ months from now so you can get the 110s in a day, or are you going to get the ilv110s asap to experience content now?
For me though, I couldn't care less that people will be able to gear up in i90 as fast as they want. I can't think of a reason why it would bother anyone that doesn't boil down to epeen.
I don't have a problem with a change to how loot will be obtained. I would be fine with CT-like lockout per turn. Been screwed over by RNG for far too long. I don't feel that Turns 1-5 need to be made easier, though, I suppose super easy t3 in DF could make for a good way to pass time. Iunno

Can we stop being prevented from playing the game and just get rewarded for what we complete? So much micromanaging of what people can do. Just let us play the game. There doesn't need to be arbitrary locks on content (especially content that is soon considered dated).
There will be a high chance that each turn will have a loot lock out, on BC 1-5. Myth will = new DL. We will likely be able to dye our AF then like they had said once upon a time. I feel this is the path they will choose, and they may make CT allow 2 items per week to be obtained.
This way people can help others in BC 1-5, farm myth for extra classes you want to gear out. Coil for some others, win-win. Also new players are going to want to rage-quit anyways lol lack of FATE parties, slow lowbie dungeon queues, main story quests that will take a long time to get to.
I worked hard to get it, so everyone else should too! Waaah waaah waaah... I busted my arse to get my druid epic weapon in EQ during Ruins of Kunark. I needed a raid of 6 groups of 6 for several of the steps. My friend who started playing three years later finished his druid epic with a single group easily. Did I throw a fit, toss up my hands and cry because my effort had been "invalidated?" ... Of course not. I congratulated my friend on his nice weapon and continued doing current raid content.
If they remove the loot restrictions on coil t1-5 completely and people can farm up full allagan in a matter of weeks, presuming they're no-lifers with unlimited access to successful groups, because sorry Echo wouldn't get a lot of the failed coil groups I've joined past their elemental incompetence and no amount of ability to grind is going to offset the fact that the loot tables for coil are large and the RNG is random, all they accomplish is catching up in a few weeks to where geared players STARTED. Those same geared players will most likely experience all of the following:
1 - Have steady access to a stable group that can clear all content that drops Tomestones of War
2 - Be steadily capping the new tomestones and getting AF2 pieces
3 - Be putting pulls in on T 6+, learning the strats, and starting to gear up.
By the time they are geared enough to even start doing what you could do from the moment patch 2.2 goes live, you will probably already have 2-3 pieces of the new higher I95/I100 gear at a minimum. Quit whining because SE has decided to give you what you asked for. They are adding a new tier of content that replaces coil as something to do. If you aren't fully I90 yet you will be able to fill in your missing slots in short order, doing coil with the reduced lockout.
I just hope that SE decides to make the T6-9 lockout a LOOT lockout this time instead of a HARD lockout. Giving the hardcore people who complete the turns in 20 minutes each something to do for longer hours, even if it will result in them gearing their main jobs completely faster on average, at least there will be fewer cases of people gearing their alts faster than the character they actually run coil on. >.<
No lock out for T1 to T5 please. The focus of the game should shift to T6 and up. Why hold newer players back from tackling the latest end game by gating them with older content?
lets not remove a lockout just to implement ANOTHER lockout.

All we know is that they said the lockout for t1-t5 will be removed and that the new turns will have a 1 week lockout. We are extrapolating based on common sense (dangerous!) that the loot lockout from LotA and the cap on Myth Tomes will be removed as well.
Why does it make sense to remove a lockout just to add another one though? Coil 1-5 in DF will be easier for people to catch up who aren't ready for the current content 6-9, new primals, and new dungeons. Modern MMO design is old content gets easier point caps/lockouts removed to allow easier catch up to current tier, when new content comes out.
Blizzard found out in WoW:Burning Crusade, if you don't have a way to catch up you will have 4 tiers of content and only 0.01% of your playerbase is doing the current content because they only have a very very small pool of people capable of doing top tier content due to gear issues. If a guild got a new person who wasn't on current tier they would have to go back and run the 1 person through a bunch of old content to catch them up thus they didn't even want to recruit anyone who wasn't already on their level. The problem with MMOs is once you get left behind in a tier of content very few people will want to catch you up. So in future expansions wotlk and beyond they made it easy to catch with nerfs in raids, removing point caps on old content.
This is why making old content easier and removing gating became popular with MMOs lets new players and people behind get caught up fast. People already at the top tier really don't want to go back multiple tiers to help out new players thats why they want to make it accessible.
Your reward for being a top tier player is that you can start new content day one. But for more casual players they can get caught up easily to where the top tier players were before the new content came out.
2 words. progress throttling. i doubt they'll just give it away. ct is a good example
edit :now that i think about it. the only way they're gonna make the removal of lockouts work. is if they made ilvl 90 the minimum requirement for the new turns. kinda like dl was for turn1. might be possible since they're introducing new tomestones. hmmm...
No reason to reward players lazy to work for their T1 to T5 loot. By all means, let them work for it albeit without the weekly lock out.
It's not possible for a new player to catch up with veterans in T6 and beyond without considerable effort. But the last thing we want is to artificially deprive new players of a chance through lockouts that are not commensurate with effort. Especially on dated content.
Anyway, since your counter argument is predicated on "rewarding laziness" and allowing lazy players won't be likely grind T1 to 5 without lockout to the point where they close the gap with veterans. So the counter argument fails.

It absolutely should have a lockout, because it already does have one. Quite frankly, I find the BCoB easy enough as is. If they're making it even easier and opening it up to the DF, it's going to make obtaining full i90 a complete joke (Not that it already isn't). Now, if that's their design philosophy, and they want the previous tier of endgame gear to be obtained in the span of a few days, by all means leave it unlocked. I won't argue with it, because I enjoy the game, and I'll be busy bashing my face into turns 6-9 too much to care about what everyone else is gearing up with.
That being said, the only difference that we'd see if they changed it from a one turn per week lockout to a loot lockout is that you could obtain one piece of gear per week from a turn instead of two. That is literally it. However, I feel this balances out because you can just spam a turn until you see the piece of equipment you want drop, as opposed to running for months and months without having seen a piece of gear you're looking for. I haven't seen the Monk gloves drop once after months of coil, and I more or less have the majority of the set at this point. My group has also never seen the caster pants. That's probably the most frustrating part of coil for me, hoping we see stuff that people actually need.
I'd much rather be able to spam turns until I see the piece I want, as opposed to hoping it drops this week, and we don't get more garbage accessories that the entire raid already has.
Now, keep in mind, if they remove the lockout on Mythology, the cries that they're going to gate people by putting a loot lockout on turns 1-5 is kind of silly, IMO. People can just gear up in full Myth i90, and supplement their gear via the BCoB every week. I would assume they would do one piece of gear per turn, in which case that's five items a week. I don't really see any reason to complain. Even if it were one piece of gear per week, you could still likely get full i90 Myth in a few days if you ground dungeons non-stop, and be ready for turns 6-9.
they are already gated because of the later turns of coil provided they don't nerf twintania into the ground.
no amount of gear can teach you how to deal with conflags. full i90 players can still have problems dodging twisters and divebombs. no amount of gear can cure idiocy.
