I would like to remind you the game is "alive" because it is free to play at the moment. No one would pay a fee for the game is its current state. I will rephrase what I said though. It is not that he cares less about the current playerbase, while trying as best he can to maintain the current player base, his focus is to have the game ready for PS3. Remember in the most recent interview he had, he specifically stated that he was taking a huge risk by releasing these two dungeons now before the battle changes are complete.
What I get from that is two things.
1: Trying to make the playerbase a bit happy about some form of meatier content being released, which has not happened at all since release
2: He did so against his better judgement. If it would be completely his choice, he would not have released anything until all the changes are in place, but that would leave the playerbase without anything to look forward too in the next patch, hence, why he said he was taking a huge risk.
I will venture to say the same thing about the Airship implementation on 1.19 that he is hopeful to introduce. He has indicated it will receive extra development after, meaning, is a placeholder to make traveling between cities easier, again, it if was for him, he would not release an unfinished content, but he is forced to because of the current playerbase. All this, is just my opinion. I am against the servers being shut down, as I feel the development speed would be the same regardless.
Edit: I apologize if something does not make sense, English is not my primary language (I read through it twice ;p)
