Quite the opposite - I didn't report him for 'putting me on a list on a private website' - that is vastly out of context. I reported him for basically going out of his way to harass me instead of just blacklisting me / putting me on that list and moving on. There was no need for him to initiate communications with me, and then to go one step further and try to make it a threat?

I think that's 100% justified to report. People like that are toxic.

I think you're justified for sending a harassment report. Someone threatening to add you to some undefined list for putting in the pf that a certain piece of gear is locked is definitely harassment. if someone did that to me i'd report them for harassment and add them to my blacklist. if you want to form a party with a piece of gear locked its perfectly legal thing to do in the game. there's nothing wrong with it. people might not like it, but if they join your group they're bound by it. failure to adhere to rules you knew going into the raid is a reportable offense.

It's perspective, I suppose - and ultimately, it'll be left to the GM to decide if it is a case of harassment or not. :) But I don't think it's 'petty' to report when you feel you've been harassed by someone.

I would of just laughed it off. Threatening to put you on a list that no one cares about or will even read isn't report worthy. Just sounds like both players being petty. Petty threat, petty report.

As I have said, I wouldn't allow myself into an actionable situation to defy anyone's self-entitled rules. I'm just calling out the act of doing it in itself. It's selfish to lock out other participants just because they don't want to fairly lot against them. It's the attitude of a dictator. I might be going too far with that statement, but people that do this elicit nearly the same level of disgust in me as the idea of a dictator. Might be my ideals given where I grew up, who knows.

I firmly believe this kind of behavior is morally disgusting.

Holy hyperbole. Dictator? "Morally disgusting"? To have a party with set rules? The only immoral thing would be if you joined a party then broke the rules. An action SE has already stated is bannable.
