And you can tell when they do it especially when the ??? appears a second and its gone, I can't compete against people who do that and i cannot GM because what proof do I have other than them staring at the ground where the ??? used to be.
FFXI doesn't support true instancing and this late in the game's life they aren't going to do the overhaul necessary to implement it.

"Instanced" zones in FFXI are really just one zone with multiple identical copies of the same area. Due to size maximum size constraints on zones they can only do this with small areas because they all have to fit inside one large zone.
