The main point is to bring the Relic and Artifact sets up to comparability in core stats with the empyrean armors (such that you'll be more easily able to pick and choose based on the special effects and not feel like you have to weaken yourself to make use of an otherwise useful bonus), and we already know there's a second upgrade on the way- hence why I suggested that people should be putting more time into it to be ready for when the next Limbus update hits.
