Camera and NPC Stuttering

It's weird to put it, but it's like 20% it's fine and like 80% of the other time it's not. It can be rotating the 3rd person camera, but it can also be completely still and it does it as well. I notice whenever NPC's walk especially, they will freak out like what I sent on Imgur. I wonder if it's framerate? I started a quest and the cutscene just had them walk away and they just kept spinning in all directions.
