Also, considering aht urhgan also is pretty abandoned these days, I suggest that kupowers should extend to those areas as well. Another idea could be to let signet gain the same effects as sanction in addition to the effects signet already offers, and perhaps give all the signet effects to sanction as well. Maybe increased food duration from sanction shouldn't stack with the coming kupower, though. 2 hours duration from a 30 minute food item might be a bit too much.

Only three Super Kupowers require Signet: Martial Mastery, Blood of the Vampyr, and Treasure Hound. However, Super Kupowers are only ever active in what might be considered "Signet areas." This means no Kupowers in the Near East, nor any in the past (the Explorer Moogle in Ru'Lude Gardens even gives you a strange look if you ask whether Super Kupowers go back in time).

Shops that sell San d’Oria/Bastok/Windurst specific items will sell them full-time
Double duration of food effects
I'd pick 1 2 and 4.
Also regarding the Mystery Boxes, they should also expand it to include the region of Tu'Lia, although I don't know any reason why Tu'Lia doesn't get any benefits from the Mystery Boxes even though Caskets exist there.
