Unless they capped it recently, the cap is definitely higher, if there even is one. I've seen screenshots with TH13 and it reportedly goes up to TH15. Personally I don't think there is a cap. So any TH item will still help.
The drop rate difference between individual tiers after TH2 is negligible, but the overall increase is definitely noticeable. I'm currently doing some more in depth TH testing, but I'm still working on a larger sample size to make more accurate claims (reducing the statistical noise). As of right now the difference between TH2 and TH6 is definitely noticeable, even if not large. Sadly, I won't be able to test TH12+, but unless there's another inflection point (like TH2), it stands to believe that the difference on double digit tiers would stand out in the long run.

In Dynamis we can easily tell the difference between TH3 and TH9. Don't know about kings, but pretty much anything our golden THF touch's drops 3~4 currency and sometimes 5. Our biggest WTF moment has been 5x currency + -1 item + tome off a DC bomb, it's only happened a few times but was still funny.
On HNM, I doubt anyone would be able to notice a difference of 10% and 12% (20% increase) drop rate.
