Should we try something like launching FF14 with W8 compatibility mode, if anyone can give it a try, don't want to wait 30 more minutes to see if I find a party before crashing... ¯\_(ツ)_/¯UPDATE: Every PC I used to find problem had window10, so this time I tried logging in with windows 8.1& dx9. Surprisingly, I was able to exit the loading without error, and even succeeded to escape from lakeland. I tested it only for a short time so idk if the problem is completely solved. Maybe the same error may occur again if I stay logged in for a long time, or log in with windows 10. Hope this helps!

When I opened a SE support ticket they recommended I try launching ffxivboot.exe/ffxivboot64.exe in Windows 7 compatibility mode and that actually let me load into the game for once before I moved into a new area and the errors and crashes started again. I just tried with Windows 8 compatibility and I'm still getting crashes. It's worth a try at least.

I took your advice (ran ffxivboot64.exe in Win 8 compatibility mode (and administrative mode per other advice)) and I was finally able to get past the loading screen to Rak'tika. I immediately teleported to a known okay zone (Limsa Lominsa), but got the dx11 error during the loading screen for THAT zone.
