I'm guessing the need of melding extra CP on off-tools, which I don't, already max meld CP on other gears.

There is a break down of the melds I had on page one:

Offhand: Control IV
Body: Craftsmanship IV Craftsmanship IV Control III Control II Craftsmanship II
Hands: Control IV Craftsmanship II Control I
Legs: Control IV CP III Craftsmanship I Control I
Feet: Control IV CP III Craftsmanship I Control I
Waist: Control IV Control II Craftsmanship II CP III
Neck: Control III Craftsmanship I CP III CP II
Ears: CP III CP III Control III Craftsmanship I
Wrists: Control IV Craftsmanship II CP III CP II CP I
Rings: Control IV Craftsmanship II CP III

There is no CP on my off hand, so you haven't fully melded CP in another slot. However, if you wish to guarantee 100% (the rotation you linked uses Hasty Touch) you could try JohnMccain's suggestion, which will drop the CP requirement by 32 if it works:

You actually don't need step number 10 of the rotation for 100%. I used the same rotation without great strides for all of my master tools and brought me to 100% HQ every time

So drop the Great Strides in step 10 and your CP requirement will be 32 less. I haven't personally tried myself to see if it works however I know there is a lot of room for error in this rotation, since the quality overlaps a lot at the end.

ok. here's my meld setup on my armorer when I try making darksteel ingots:

head - i70 cp3 craft4 control39

offhand - none
body - craft4 craft4 control3 control2 craft2
hand - control3 craft2 control2
legs - control3 cp3 control2 craft1
feet - control3 cp3 control2 craft1
waist - control3 cp3 control2 craft1
neck - control3 cp3 cp2 craft1
ears - control3 cp3 cp2 craft1 cp2
wrist - control4 cp4 craft2
ring - control3 cp3 craft2 control1

After careful inspection, I guess you were right that I do miss 1 small meld, which is on my militia wristlet missing 2 CP only. my bad. ^^;

btw, on unrelated note: are you sure you have correct setup on that belt melds? I am using raptorskin merchant's purse as the base, and I think it can't take tier 4 melds since it's below level 50. :?

I will try this again soon with another master book attempt.

That's a good spot! You are right - That's a typo on my part. That is actually a Control 3 Materia. Fixed the OP too. Thanks!

Body is only necessary for 391/374, so you are okay until then for your CP requirements.

BTW, I'm happy to report that OP rotation are in fact all 100% quality, tested this when making my next i70 tools. Kinda surprise though that this does suck out every CP I have, leaving only 0, means no screw ups.

Macro no.3 wasn't really useful IMO since there's only 1 out of 50 craft that it did pop Ex, though I understand why the need of it. Kinda curious what happens if I landed BB on poor. lol

Nothing to add, just wanted to thanks a ton. The rotation I was given prior to using this one was a RNG nightmare that forced me to get culinarian to 50 for reclaim (Though I suppose I should have done that anyway at some point). This one, including the excellent macros prepared for us, has saved me some color in my hair.
