So, what does it mean?
I'm assuming that if I already have 2 characters on my PC account and I buy the PS3 version too, then I can play simultaneously both my old pc characters using PS3+PC.
But this part bugs me:

Uhm... Am I missing something? Does it mean I have to pay double monthly fee?

im pertty sure you pay a full fee per character.
if your gonna multibox its gonna cost you per character. i have 2 characters and i pay for both characters.
i use different service accounts so i dont get both lock to one account. -

That's just saying that when the "FFXIV Service Center" goes live, you'll be able to purchase registration codes without having to buy a hard copy of the game again (though presumably they'll be for comparable prices). Each registration code will create a separate Service Account.
If both your characters are on the same Service Account, you can't play them simultaneously (though you'll only have to pay one subscription fee). If they are on separate Service Accounts under the same Square-Enix account, you can play simultaneously (but you will be paying two subscription fees). -

Is it possible then to move a character to another service account registered in the same square enix account?
so from:
SE account
- service1: character A and character B
- service2: 0 characters
to:
SE account
- service1: character A
- service2: character B -

I'd like to piggy back onto this.
So if I have two Service accounts and I register the PS3 version to one of the accounts will I be forever locked out of playing the PS3 linked account on any PC ever again?
The reason I ask.
I'd like to dual box using my PS3 and my PC.
At a later date I'd rather dual box using my PC and a nice gaming laptop but I don't want to have one of my accounts locked out of being on the PC because I registered it for the PS3. -

Both of my characters are under the same Square Enix account. As of now, since they are on separate "service accounts" I can dual box them. It looks though, as if you can only register one of the "service accounts" to the PS3, while the other one won't be able to be played on the PS3, since I would've already tied a "Square Enix account" to the PS3.
