So, what does it mean?
I'm assuming that if I already have 2 characters on my PC account and I buy the PS3 version too, then I can play simultaneously both my old pc characters using PS3+PC.
But this part bugs me:

Uhm... Am I missing something? Does it mean I have to pay double monthly fee?

If In the first case I'd have to pay double fee, does it apply to this one too?
The note here mentions a "FINAL FANTASY XIV Service Center"
Is this triple monthly fee too?
Always assuming that I want to use 2 (or more) characters thay I've already created on the same account (and use them at the same time).
