I know you are working hard to bring us an enjoyable combat system and respond to player feedback. I hope that these letters can not only serve as feedback of my own, but also help my fellow players to give their feedback with a better understanding of the game, so please pardon me for explaining some things you already know for their sake.
Before we begin analyzing the balance problem of "caster raise", let us remind ourselves why we care about balance in the first place. We care about balance because imbalance produces barriers to enjoyment. Seeing the job you want to play locked out of a Party Finder listing is not fun. Seeing someone leave a party quickly, and wondering if your job had something to do with it, is not fun. Feeling discouraged from playing the job you would most enjoy playing, because it would somehow bring less to the party than another job in its role, is not fun. But balance does not itself create enjoyment, only allow the good of the jobs and the duties to shine through. The underlying job and duty designs must be fun to play, or balance is pointless.

The Current System
Currently among the magical ranged DPS, SMN and RDM are able to resurrect downed allies, while BLM is not. (And so SMN and RDM are sometimes called "raise casters".) This ability provides value to the party, including in high-end duties where players must rely on their allies' performance to complete the duty. Thus, if it were to go unaccounted for in balancing, it would encourage players considering a magical ranged DPS player as a teammate to prefer a SMN or RDM over a BLM.
But the ability to raise does not go unaccounted for in balancing. To make SMN and RDM have a similar overall value proposition to BLM in the eyes of prospective allies, SMN and RDM have their damage output lowered in comparison to the output they would have if only healers could raise. (Since RDM can apply Dualcast to Verraise while SMN has no such tool to use on Resurrection, RDM's damage output is further lowered slightly for the case of multiple rapid raises.) This lower output is colloquially known as the "raise tax" or "rez tax".

The Problem
In order to make this model work, we must know how much value the ability to raise as a caster brings to the party, so that the "raise tax" can be set to make a BLM (or a physical DPS if the party already has one DPS of each type) similarly appealing to a SMN or RDM to prospective party members.
In high-end duties, players must practice the fight mechanics before they can complete the duty. This process is known as "progression" or "prog" for short, while parties aiming to complete the duty are called "clear", "reclear", or "farm" depending on the context. (Clear parties are for first completion, reclear for subsequent completion of a duty with weekly locked rewards, and farm for multiple successive completions of a duty without weekly locked rewards.) Even for the aims of progression parties, a job's damage output is relevant for multiple reasons: some duties have damage output requirements to reach later phases, some progression parties turn into clear parties by doing well, and many players are unwilling to switch jobs between progression and clear. And of course, parties aiming to clear the duty in any form must meet the duty's damage output requirement. So we must consider all of these situations to properly evaluate the value of the ability to raise and how that is traded against a job's damage output.

During progression, raising a downed ally can enable the party to continue the current "pull" (attempt at the fight) rather than restarting from the beginning, in which case it is extremely valuable to the party's goals by providing the opportunity to practice later mechanics despite earlier mistakes. The ability for a non-healer to raise is especially valuable when the healers' raise capacities are unable to salvage the situation, whether because one or both healers are themselves downed, healing is also urgently needed to prevent further KOs, or too many party members are downed for the healers alone to raise quickly.
However, some mechanics do not play out normally with downed party members, for reasons ranging from allocation of debuffs to stacks or towers that require all party members, and are thus called "body checks". (Indeed, such mechanics generally produce a full party KO unless all party members are participating.) If a KO is closely followed by a body check, raising the downed ally does not enable them to participate fully in that mechanic, thus the ability to raise is irrelevant - the party will not get to practice the mechanic regardless.
Therefore, the value of caster raise at a given moment to a given progression party varies widely, and the value of caster raise in progressing a given duty depends on the prevalence of body checks within that duty. This prevalence increases with the difficulty of the duty - quite reasonably, since it is one way to make progression difficult - which makes the value of caster raise to progression variable over the different high-end duties that are 'current' at any given time. (And trying to hold that prevalence constant between raid tiers would be a huge constraint on fight design!)

What about parties aiming to complete the duty? Or for that matter, aiming to meet a phase's damage output requirement to see the next phase?
If the duty's damage output requirement is tight relative to the party's equipment and job knowledge, then any party member going down will prevent the party from meeting the damage output requirement that pull, whether they are raised or not. (This produces the common practice of "walling it": running out of the arena to get the inevitable party KO over with and try again.) In such cases raising is useless to the party - and these cases happen by design in the early weeks of every Savage raid tier, along with in every Ultimate until power creep sets in!
If the duty's damage output requirement is lenient relative to the party's equipment and job knowledge, then the party can meet the damage output requirement despite one or more KOs and subsequent weakness debuffs. In such cases, raising a downed ally once more enables the party to continue the current pull, which saves the party time by making more pulls viable to the party's goal of completing the duty. This time savings is extremely valuable to the party. And once more, the ability for a non-healer to raise is especially valuable when the healers' raise capacities are unable to salvage the situation. And these cases happen by design in the later weeks of every Savage tier, along with every Extreme!
Further, sometimes a party is aiming not just to complete the duty, but to compete with others on how well they can complete the duty. In such cases, raising a downed ally is once again useless to the party, as the KO itself constitutes a mistake that makes the pull not viable for the party's goals. And while such cases are not designed in, they become more common in the later weeks of a raid tier, as players acquire better equipment and seek further goals than duty completion.
Therefore, the value of caster raise to a given duty completion party varies widely based on both the duty and the length of time since the duty was released, even setting aside player-generated competition between parties.

And if there is no single value of caster raise, there cannot be a single value of the raise tax to compensate for that ability. Yet your current system of job balancing has the potency numbers applied to every duty for the whole major patch, if not the whole raid tier - which forces you to use a single value for the raise tax until you change the potencies!
You cannot set a constant to always match a variable. It is simply mathematically impossible. Yet the current system of balancing non-healer raises demands it of you.

The Possible Solutions
Let us first lay out all the mathematically possible solutions we can think of, before we worry about which ones are good. In the next section, we will worry about which ones are good.
- You could make raising a role action for the magical ranged DPS, thus making it part of the role just as it is part of the healer role. Just as it currently comes with the limitations of high MP and time costs (or the use of Swiftcast), it could come with other limitations so long as those are applied evenly across the role, like how Criterion Dungeons grant limited use of Variant Raise.
- You could make raising exclusive to healers.
- You could have non-healer raises apply a damage output penalty only when they are used, rather than all the time just for having the ability.
- You could, in theory, change the damage output of raise casters between fights and between weeks of each raid tier for Savage.

Choosing a Solution
Now let us consider the merits and demerits of each possible solution.
Changing the damage output of raise casters frequently to account for the highly variable value of caster raise would take an impractical amount of development time, even if you could apply the changes without downtime. I set it aside here in favor of more practical options.
Taxing non-healer raises for their use, rather than for their presence, seems very elegant in theory. If the party does not want to take the damage loss, they can either wall the pull or wait for a healer raise. But in practice, it would discourage players from raising and encourage players to wait for someone else to raise, which is a recipe for friction and frustration between party members. And this is made all the worse by the fact that raising a downed ally is a time-critical activity, where a moment's hesitation can be the difference between a successful recovery and a party KO. So I also set this idea aside here.

This leaves us with only two options to consider: raise as a role action for magical ranged DPS, or raise as a healer exclusive. Let us list the benefits and drawbacks of the former with respect to the latter:
Benefits of caster raise as a role action:
- The healer role inherently bears more pressure to perform mechanics well in order to be able to perform their role of keeping the party alive through incoming damage. This - on top of the visible responsibility of healing the party - is intimidating and stressful, especially for a player who does not already know the duty well. And this stress is present at all skill levels, from a beginner considering Sastasha for the first time to a raider choosing which job to play for the next Ultimate. Giving some non-healer jobs the ability to raise relieves some of that pressure by making a healer KO more recoverable, especially in light party situations where there is no cohealer. As the healer role is already underplayed, removing deterrents to taking up the role without changing its nature and appeal is a good thing.
- SMN and RDM both have thematic ties to healers, and allowing them to raise provides a mechanical expression of those ties without compromising their placement in the DPS role. (RDM obviously originates from WHM as well as BLM. SMN is not only tied to SCH through ACN, but in some previous Final Fantasy games that allowed characters to use two jobs at once, SMN was commonly paired with a healer job.) Nothing prevents you from giving each of the magical ranged DPS different flavor elements for their raise to make it fit the job fantasy, much like you already do with the physical ranged DPS mitigation tool Troubadour / Tactician / Shield Samba; the mathematical constraint is purely about gameplay.
- Nearly all existing group duties are designed around the presence of non-healer raises as an option to ease progression, since SMN has been available as a raise caster since A Realm Reborn. Removing that option could add unintended difficulty to existing duties, and thus discourage players from pursuing existing high-end content.
- It would give full parties a benefit to the double magical ranged DPS party composition, which currently has neither the high defensive utility of double physical ranged DPS nor the high damage output of double melee DPS.
- Quite frankly, players get attached to the capabilities of the jobs they choose, even if they did not choose the jobs for those capabilities at first. Taking away something mechanically distinctive like a raise is always going to feel bad to some players, and making caster raise a role action avoids doing that.
Drawbacks of caster raise as a role action:
- For some healer players, the presence of non-healer raises removes so much pressure that they begin neglecting their role and allowing party members to be KOed due to lack of healing. This is particularly true in Alliance Raids, where there are many DPS alliance members and deaths are common.
- Greater access to raise as a benefit of the double magical ranged DPS party composition for full parties would have to be weighed against the benefits of double physical ranged DPS and double melee DPS, to prevent teammates from strongly preferring one composition and that affecting the availability of party slots for some jobs.
- Unless BLU were excluded or the raise was somehow restricted, granting caster raise as a role action would interfere with BLU raiding being limited to Angel Whisper for raising. This would not only make the fights significantly easier to progress in the required all-BLU party composition, it would also encourage newer BLUs to skip over getting Angel Whisper - and with it skip the embedded preparation for high-end content.

In examining the benefits and drawbacks, I note that most of the benefits stem from allowing magical ranged DPS to raise healers, and most of the drawbacks stem from allowing magical ranged DPS to raise non-healers. Therefore, I propose that caster raise become a role action that can only target healers, so as to gain most of the benefits while avoiding most of the drawbacks.
Some of the results of this proposal are fairly clear from inspecting the lists of benefits and drawbacks of caster raise in general. Healers would keep the reassurance that a party member can raise them, without it being possible for a non-healer to raise everyone and so encourage lack of healing. Magical ranged DPS players who enjoy the distinctive support option of having a raise would still have that in a slightly different form. Experienced players who want to accompany new and nervous players into duties would still be able to choose their own role so that they can raise the player they are helping, regardless of the newer player's role choice and the party size of the content.
Other results may require a more detailed examination of raising and the situations that call for it:
- A raise that only works on healers is inherently tightly limited in how often it can be used - there are only so many healers in any standard party composition. This could remove the need to limit caster raise via the high MP cost and long cast time it currently bears. In fact, it might not need to be on the Global Cooldown at all, which would make RDM's Dualcast no longer a factor in practical raise frequency! And if there were to be no real cost to trying it on any downed party member, you would be able to avoid any need for engine work by having it simply miss on non-healers, the way BLU's Aetheric Mimicry does on Disciples of the Hand and Land. (If there were some cost, such as a cooldown, it would have to give the "invalid target" error before incurring that cost, which may require engine work to do based on the target's role.)
- For full parties, choosing the double magical ranged DPS party composition would not be particularly appealing on the basis of this form of raise; having a second party member who can only raise healers does not help anything unless either both healers are KOed at once or the first magical ranged DPS is unable to raise. Depending on the rest of the job balancing structure, this could be completely fine, as there are plenty of overall structures where magical ranged DPS would have comparable damage output to melee DPS and therefore not need some other benefit.
- The restriction produces clear priorities to recover from one or more KOs, purely from the party members knowing the toolkits of each others' jobs. If a non-healer is KOed, raising them must be a healer's responsibility - no one else can do so! If a healer is KOed in a full party, stabilizing the party's HP is obviously the remaining healer's responsibility - no one else has a wide range of tools to do so! This encourages the magical ranged DPS to raise the downed healer, both to let the remaining healer heal and because that is the only use of their raise action. Likewise, if both a healer and a non-healer are KOed at once in a full party, the remaining healer knows that any remaining magical ranged DPS will likely try to raise their cohealer, and can triage stabilizing the party's HP and raising the other downed party member accordingly. This clarity of priorities reduces friction and frustration with one's fellow party members.
- This role action would work perfectly for BLU without any changes. A BLU filling out their spellbook or attending FATEs would not need to do anything special to be able to raise any healers accompanying them - but the role action would not work on their fellow BLUs, so Angel Whisper would still be an important milestone for BLU raiding.
These results are largely quite good! So out of all the possible solutions, this one is my suggestion: turn caster raise into a role action that can only target healers.
But if you are not going to do that, and the choice is purely between a fairly unrestricted role action and no caster raise at all, I would go with the role action and just lock BLU out of it. There are good arguments on both sides, but personally the effects on healer stress sway me towards the role action.

First, respects for taking the time to elaborate and write all of this (not very hopeful anybody actually reads this though considering the length). I also do generally agree with your logic.
However, as a rPhys player I must protest against some leaps of logic I find absolutely jarring to read: who the heck runs double rPhys willingly? And moreso, how is the defensive benefits brought by rPhys even relevant? You can completely remove all rPhys currently from any part and what healers and tanks bring would be just fine (+addle/feint from dps). The idea that there is a need for rPhys additional role party defensives is a delusion, and in fact, in parties where it could actually help due to sloppier play, lower healing, etc, the reason this is sloppier is generally because players DO NOT use their mitigation a lot, making the point of rPhys support moot there as well. If anything, the rPhys role is in another awful spot currently, and has its whole boatload of issues to address. If anything, there is currently more justification for double caster than double rphys for the simple reason that BLM can flex as a melee on the DPS profile.

I've read all the posts and I agree with pretty much everything, except for this first one.
I wouldn't consider ress something that should be taxed, but for the simple fact that it is an ability that makes sense to exist on rdm (in particular).
Furthermore, the BLM is already busy with its routine, adding the ress and paying for mobility and resources would be too much.
I would add that ress is also rather overrated: if in normal/extreme content it is actually something broken, in savage and ultimate, with the fact that more and more often the mechanics require everyone to be alive and as soon as there is a dead person, very often , it's wipe.
Basically I don't even think the ress was ever taxed as many believe. In shB the smn was just a few points below the blm in terms of balance throughout almost the entire expansion, and even performed better at times.
If the rdm has always been lower than smn and blm it is because it was highly mobile, with a much leaner rotation and fewer resources and timers to manage.

in the ot, the thing that stick out to me or make sense in how current dev are moving forward to a homogenous design or simplifying certain raid calc is the non res for savage limitation. like how they did it for the criterion sav and DRS where job ability res is not useable.
this can simiplify the raid design for dev. as they will create raid mechanic with no ress'ing in mind. this way for job balancing, they dont need to add res tax anymore. as extreme content and lower, its fine to have job res.
imo, i strongly disagree with the 2min burst meta but dev did it so that raid mechanic can be easily account for all job and make raid machnic with 2min in mind. so if they did it for buff and ability to be homogenize, then they might as well make it so no res for 7.0 onward for savage and ult content.

This is kind of the deep seated issue with everything since 6.0, isn't it? On a very base level there's little consideration for the players' enjoyment, much less so than for making the developers' job easier.

well consider now that some mechanic are made with res in mind. thus dev's way to counter it is body/dps check mechs. so one way or another, dev is finding way to cut down on ppl trying to drag along with ress'ing.
it just gonna be for savage and ultimate content for where job ability ress is not usable. im sure the positive of job dps balance with ress going away will help ppl play whatever caster they want without worry too. then of course how mechs will be design in a way that they know there's no ress. so dont have to do constant body checks or such etc?

Body checks are only a systematic answer for the simple reason that everything else that's been used as other types of checks to counteract raises has been neutered to the ground. The system has been striped bare of so many things that there isn't much more than one can do when designing things. They made sure that almost everything is about fight mechanics those days, so the only way to counterbalance raises is to use specific fight mechanics that render them irrelevant, aka body checks.

A lot of problems with Raise could be solved by just making it unable to combine with Swiftcast and/or increasing the cost. If raising is actually painful and hard to do between mechanics, there would be less need for body checks.
I still think that they are just putting band aids on larger Job balance even in other sub roles by having some Jobs have more or less utility. Making the subroles clear and defined instead of having such variety within role or splitting all the Jobs in the selfish / support side would help.

I'm fine with caster raise, it's ok for some casters to have it and some to not, The question is the damage difference fair? No it should be much closer between all casters (BLM, Picto should be slightly higher for not having it, but it shouldn't be a massive trade off like current), raise is powerful but it's also situational. Removing or giving all casters a role action rez is just boring homogenization, we need less of that even if it comes at the cost of "balance" the best way of balancing it is tuning the numbers to be more fair and close and to not remove it Imo.
Mobility? Mainly a Summoner Issue, Summoners "phyical ranged" play style makes it pretty meta as a better red mage, Personally I'd add more casts per minute on summoner or let Red mage do more DPS then Summoner as it's clear that current summoner is always going to be the best choice as it's a phys ranged with better damage and rez, So summoner really needs adjustments, I will say RDM should have burst and melee not be apart of the same thing, so RDM isn't forced into melee to burst, Instead burst should be separate. Melee should be a slight gain.
Difficulty? No caster is Difficult at a base line value the Difficulty in BLM/RDM is optimising movements and knowing when to use movement tools around the fight, Again summoner would fit better and be more "difficult" if it had actual cast times.
