Ah, fellow healer, I feel your pain. Robes, butt-capes, dresses, long-coats....this is the price we pay for wanting to keep our party alive.
I long for the day that glamours are unlocked between all jobs. Just think of the variety!
Leg armour exists so we can wear skirts AND leggings underneath, because the gear designers don't seem to believe in doing that for legwear skirts.
But seriously, I think the thing is with the structure of the base gear model. Skirts built into the top can sit further out and look nicer than legwear skirts, because leg pieces have to sit inside the bounds of the chest piece cape/robe/skirt.
Leg skirts can't stick out too far or they suffer the fate of the Quaintrelle's Skirt.
If only we had a slot for skirts that was separate from chest and legs.
Something like...I don't know...a belt slot...
(jk I hated that, glad it's gone. Just because there are like 2.5 tops I wish could separate from the skirt would not justify how useless belts were.)
Some of those make total sense to be attached (Ex: The Arachne Top). That said, I agree sometimes they make weird design decisions in how they separate the items. The Rak'tika gear always stood out to me because the top completely covers the bottoms for the full set anyway.
As I was saying earlier though, having it on the chest piece affects how it sits and how it moves. Skirts attached to the chest piece can sit out wider and fuller. Long skirts in the leg slot (eg. Spring Skirt, Eikon Cloth mage skirts) tend to look flat and narrow by comparison.
Also, given that we don't have separate control over the waist section of the outfit, I do like having the matching top and sash with the ability to pick what legwear goes underneath it. If they put the sash on the pants, it would be harder to have that coordination but also variety.
I definitely understand that. They have to make a lot of considerations for how it interacts with other armor, but things like the first one and the two Rak'tika outfits just don't make a ton of sense.

The bottom half of that *is* legwear. It even has a clean separation already. They do stick out a little further, but if they'd been designed as legwear from the get go, they'd have made them stick a little closer to the legs like other legwear skirts we do have in the game.
give us a visor type option to get rid of the skirt so that those who want it can keep it, and those who don't can remove it. i know SE won't do it, but one can dream, right? :(
This and the poster above you are probably the solution. More variants or a toggle somehow. Personally I want just the tops on some sets for the variety with other gear. Might also solve a lot of complaints I have with SE just putting so much random stuff on gear. I like details, but they tend to go a bit overboard and have like 500 whatsits dangling around a piece of gear.
was also my first instance, most of the tank Gear "skirts" are.. just surcoats which arent "connected" put are just part of the chest piece and most of the "cape like" skirts(or how i call them "Kamas" because star wars and i dont know the actual name of them outside of star wars) which would look weird on a Leg piece .
THAT SAID; i would KILL for a "visual" slot for stuff like, capes, surcoats, kamas, and similiar things,
While attaching them to the top will allow for fuller and wider skirts, maybe we should get some caster armor that doesn't have 20 pounds of skirt on it. There are some some skirt less glamour options for casters but they definitely seem to be in the minority of choices.
By the same metric, we really need less longboots, too. Between chest armor draping down and thigh-high foot armor, "leg armor" just turns into a misnomer for... well, the deprecated "waist armor."
+1 to toggling additional bits and bobs on chest pieces;
There are a lot of pieces I like that feel ruined by bags or sashes hanging down on the side.
As an example, Squall's top piece- I get why it has the side leather flap and the white fur trim, and it looks good in some cases...but it would look better (to me) if I could just have the top jacket/white shirt.
I think the quaintrelle's ruffled skirt is a good example of why they dont do it.
i kinda like some skirts especially on heavy armored sets, though it would be better to give it to the leg slot.

And they were on the right track with the Lunar Envoy Fending/Striking pants, too...
It's pretty annoying when the chest piece alone covers up the entire body, making all the rest of the pieces about as noticeable as an accessory. One piece of clothing pretty much decides your entire look and nothing else matters. Add to that the limited dye options, zero customization or modification options, and the creative aspect of the glamour system is pretty barebones.
I was spoiled by PSO2's accessory system.
If you can’t be creative with what like 25k items to choose from? That is a PEBCAK issue.
