The only problem is you loose your sanctions upon death.
Sanction is a three hour buff, like all other buffs it vanishes upon death. Few people on my shell tested it on garuda.
Still is better though, just by looking at the Damage part

Serpent Sergeant's Lance:

Its def a tough call without the Sanction.. that -15 Enmity seems awefully friendly.. :P.

I'll take the -15 Enmity anyday... I rather not get Aggro in a long fight.. more of that the better =).

Well, If it is the case that Sanction goes away after a set time or Death.. then Ifrit will do more damage in the long run. Probably not that big of a difference considering that Sergeants Lance attack .5 faster than Ifrit's Harpoon.. which in turn equals more TP, Which allows you to Net more Weapon Skills, In which can effect the whole outcome of, which Weapon outdo's what.
But the Damage in those aspects, even though Ifrit may come out on top on damage just a tad, the -15 Enmity takes makes it worth the little less damage that you do in the end.
That's just me though :p.
Edit: No I don't have Parse, But I can confirm the Lance attack quite faster than Ifrit's Harpoon, if that helps any =).
Check one of my posts in first page, i give u a link where u can see that weapon with lower delay get same tp per second.
1 second = 100 tp
Only good thing about a weapon with lower delay is that u hit more times, you are not going to do more WS.
You still hit it more times thus in a long fight with you hitting Garuda every 2 seconds for 80 damage and Ifrit's Lance hitting 90 every 2.5 seconds.. in the hitting category its almost close, the Weapon Skill area is different though, but the Minus Enmity, will Keep Garuda/Ifrit/Moogle away from you more often.. and thats the plus side of all that! =).
-15 enmity is = to 1.5% if you really need that -15 enmity to not pull hate. Then you need to find a better tank.
Also Dragoon pretty much has limitless tp already and with the proper rotation you should have all weaponskills on cool downs. The only way that a Speed weapon will beat Ifrit's. Is if it increased the amount of weaponskills you could do over time. With the Reuse timers and how quick fights are on this game that simply doesn't happen.
and the lower damage rating means your stats cap lower, which means both your auto attack damage and WS damage will be far lower by the end of the fight.
not to mention -15 enmity is an absolutely meaningless tradeoff for raw damage, especially when that -15 enmity should never ever ever eve revererverervereverever matter if your tank is even remotely decent
if monks and blms can hit 150-160 dps without a shred of -enmity and the warrior can still keep hate, you don't need it. period.

Damage is always the deciding factor.
Raises your stat caps and allows for higher WS damage.
The lance is worse then ifrit's, is this seriously even been discussed? Don't even need a parser to see that.
