My suggestion is simple and comes in three parts.
1) A scaling item level requirement that updates to match the highest level duty within that roulette that you have completed.
If you've completed World of Darkness, then alliance raid roulette updates to now require that all of your gear slots be filled with gear, all of which are at the minimum item level for that duty (to wit: i90) and will not let you queue if any of your gear slots are unfilled or beneath item level 90. If you've completed Dun Scaith, then the requirement rises to i235, unless you're queuing for the roulette on a job beneath level 60, in which case it obviously reverts to iLv 90.
This same restriction applies to other roulettes, including leveling and normal raids, to prevent 'cheesing' into lower level duties by removing equipment, or actively griefing (i.e., it's currently possible to queue into Shadowbringers leveling dungeons with a level 1 weapon equipped)
2) Allow the creation of 'blocks' on the content of roulettes.
Every player character now has a limited ability to single out dungeons in the Duty Finder that they will never randomly receive, but only specifically when they solo queue, allowing them to specifically choose content which they will never be put into. The changing of these allotted duties should be limited to the weekly lockout, preventing people from simply curating their lists in between roulettes to circumvent the limited number available.
Ideally players should receive one 'block' at level 50, and another one for every 2500 achievement points they amass, giving purpose to the system.
Additionally, these 'blocked' duties should have no influence whatsoever on what you can receive from Mentor roulette, as the purpose of mentor roulette (and, indeed, all roulettes) is to fill queues.
There's a variety of ways to utilize these blocks, ranging from specifically avoiding level 50 content like LotA and Syrcus tower, pre-determining the destination of your main scenario roulette (thereby reducing or removing people that instantly leave upon the start of Castrum Meridanium) or for other reasons like specific, targeted aversions to certain pieces of content (motion sickness or psychological triggers in certain raids) but the freedom with which to use them is mostly left to the player.
3) A total revamp of Frontline roulette to a more generic 'PvP roulette.' Solo queue only, switches every 8 hours instead of 24 between 8v8 Feast, Rival Wings, and 8v8v8 versions of all existing Frontlines modes. The current, existing 24v24v24 frontlines are nixed entirely.
I don't really have a good reason for this one. I just think it would be funny.
In conclusion I'm all in favor of a system that gives more power to the individual player to curate their own experience, and I'm sure we all have a laundry list of duties we'd rather not be queued into for one reason or another. Thoughts?

That's what you want, but you're also asking for a dynamic change so that players aren't locked out of Alliance Roulette for a large portion of their play time (though you inadvertantly locked them out of doing alliance roulette on lower level jobs). What I'm saying is that it is likely not feasible, as they would have implemented it by now if it were. -

I get fully geared at the end of an expansion while going through the post expansion story.
Getting gear piecemeal through story and class quests. Open a dungeon with that requires an iLvl that I've currently unlocked, but some of my items are below and some are above.
Now I'm suddenly locked out of leveling roulette because my gear suddenly isn't the min-iLvl for the dungeon that I just ran.
I wouldn't be opposed to it saying you need to be within an acceptable range on your gear - like maybe no more than 100 below. Something that would be where the average player leveling their character would be there but it would prevent the trolls from waltzing in with a level 1 weapon.
So you could cheese down to World of Darkness if you've just unlocked Void Ark. -

I really don't like suggestions 2 and 3. Blocking content from the roulette makes no sense to me, especially when everyone will block the same stuff wich is universally disliked and especially Caastrum Meridianum because everyone only wants to get into the Praetorium...
And Suggestion 3 contradicts suggestion 2. Changing the type of content every 8 hours? But I am only interested in frontlines, I don't want to play Feast. But now I have to play on a schedule when I want to enter the type of content I am interested in? Why am I able to block content in suggestion 2 but get content shoveled into my roulette in suggestion 3 wich I don't like?

Additionally I have another concern with the roulettes in general, especially the trial roulette. The game gets more and more content and there are so many 8 person dutys that it is getting really difficult to get older content from HW and SB filled. Especially when the content is not part of the MSQ and not everyone has it even unlocked. It's nearly impossible to get Seiryu to pop or farming Yojinbo for the barding and TT card.
Plus the rewards from the 50/60/70 and 80 dungeon roulettes are kind of lackluster and not many people are doing thse roulettes in the first place.
There is just too much content in the roulettes and everyone who queues into a trial needs 7 other people from the roulette. Where should all the people come from?
That is the problem wich needs fixing when I think about "roueltte overhaul". These rouelttes were designed in ARR, when we only had a handfull of different content. -

Letting people lock themselves out of things they don't want to do means a tougher time for new folks to get through that content. Roulettes aren't there for the vets. Roulettes keep that content alive so up and comers can get through it in a game with mandatory forced grouping in its required main storyline. Yeah, they can still bounce, but at least there is a penalty for doing so.
And there is going to be a certain amount of CT in Alliance roulette since you can't get to Heavensward as a new player without it. I just ran into that on an alt. Though the past few weeks for me, CT has been a distant fairy tale and it's Bunker/Factory/Orbonne ad nauseum. -

If you want to be doing Sky Pirates or Ivalice, then direct queue for them. Roulettes are to fill parties for players who are doing the content for the first time, not for players who've already done them. Right now, there are far more player trying to get CT done for the first time because it's part of MSQ so that's what the roulette delivers.
A better suggestion would be for SE to separate out CT into its own roulette with a second roulette for the others that are not mandatory. Those who only want to do CT can. Those who want to do the others can. Those who want to do both can. -

On a recent Mr Happy Q&A video, somebody suggested a "surface slap" for roulettes. e.g. if I get Syrcus Tower or Toto-Rak in a roulette and complete it, at least let me avoid getting Syrcus or Toto-Rak on the very next day. Might not be viable for roulettes with only a couple of options (Expert, Main Scenario) but for the ones with 10+ options it seems like it would be fine since even if everybody surface slapped Toto-Rak they could still get it every other day if that's what the sprout population needed.
