Yes, several people I've seen using mods have sheer see-through effects on them, so the engine is capable of it.
It's capable and modders have already put items into the game that function like that. See through material isn't really that taxing to implement, it's just a matter of whether or not SE wants to or not.
Square Enix has an ethics department. They go through things in products they develop that seem unethical or not, and depending on what they look like, they tell them to change it. Reason for an ethics department is because buyers in the west tend to be offended by things the most. So, in other words, most likely never going to happen.
Viera starting gear has a sheer drape over the stomach, so it's already been used in the game.
There's also several tinted glasses that aren't opaque and can be seen through and some untinted ones that have material there that reflects light instead of just being a hole, although not all of them.
Besides mods, the graphics engine can support the Veil of Eternal Innocence and the other similar ones, so it can clearly handle see-through fabrics, so I can't see any reason to think it couldn't on a skirt like that. (Isn't there also a headpiece with a semi-seethrough veil over the face? I was thinking there was but don't remember which it is.)
China would like to chime in here perhaps? I have never heard of a game company completely reworking graphics and stories cause they want to sell in the American or European market. It may have happened once or twice, but again, I think everything in between Japan and Europe would likely be more the culprit of any ethics dept.

It did happen back during the 4kids days and with the properties they bought from Japan if they had any video game equivalents, Yu-Gi-Oh for example, but the worst we have these days is Tokyo Mirage sessions which did get censored graphically though I'm fairly sure the story stayed the same. All in all though no one is going to be offended by sheer clothing so long as it isn't being used to flash nudity at the player - and that would likely get a higher rating from CERO in Japan as well.

SE just doesn't have as good designers as those that do those third party mods. Find that very weird there third party ones can create this stuff but if ask Yoshi says its to hard for them to do. Pretty sure these modders don't have the resources and money like Yoshi team has.
CookiesNCream is correct that the Western Market is a lot more sensitive about certain things than Japan is.
AnimaAnimus is also correct that China tends to be even more sensitive though incorrect in stating that game developers don't have to change things for the NA and EU markets. It's done a lot more often than people think.
The culprit isn't the players and what players will accept. It's the ratings board and retailers. A lot of retailers won't carry products that aren't approved for use by at least teens by the ratings boards. Each country's ratings boards has their own list of hang ups that will cause them to put a mature rating on a game instead of a teen rating.
YoshiP even went into a far amount of detail during an interview about some of the things they would like to do in cinematics and in game but can't because of the NA and EU ratings boards.
As for the OP's request, it's possible for SE to do. The question is how they would use the sheer appearance in gear models and if the ratings boards of any countries would have issues with it. It may not be a fight worth SE's time to battle since having such sheer appearances isn't necessary to the game.
Would you be happy if new content and features were delayed 3 months because SE tried to get something past the ratings boards and then had to redo everything when it didn't? Probably not. Better for them to take a more conservative approach they know the ratings boards will accept so they aren't forced to redo months of work at the last minute.

Guess what it is already rated teen and says partial nudity in the rating so what is the problem with outfit like this. No don't think it take 3 months it take same amount time because they still have to go thought them for any new content. Better look at the spring dress its kind of like this dress but open in the front so what make its worse adding mesh to open area of the dress.
So long as it's not making the outfit any more risque than lots of other gear already in the game (so apparently fine with all the necessary ratings boards) that's not really an issue to even consider.
The solid non-sheer fabrics in the requested outfit already provide as much coverage as a lot of our current gear does. Adding some sheer fabric to other areas that frequently aren't covered at all doesn't change that. Clearly none of the ratings boards in areas where SE sells this game have any issues with bare legs, or a lot of our other gear wouldn't exist. If you can have bare legs, then you can have legs covered only with sheer fabric.
Depends on the people who rate the game, I suppose. Yoshi-P has stated that they would have to re-release the game if the rating were to change for X reason (this was in regards to Rathalos' tail not breaking off as it does in Monster Hunter).
Australia's Classification Board would probably be the biggest hurdle, but that's just me being spiteful as they're a joke at this point (they were a bigger joke back in the days before we even had the equivalent of America's M rating).

Back in WoW China had a different build, it's one of the reason they were a few expansions behind since they had such a different version of the game. IIRC even the "deaths" where different, like in the 'normal' version you would leave a corpse (skelet) when you die but in China the corpses were removed and there was just a small gravestone instead.
To add to this, not every change is even based on regional sensitivities. For example, when it comes to 4kids, a lot of the editing was also done to appeal to a younger demographic just so they could market the show better and have these kids buy whatever paraphernalia they could. In video games, there was the classic box art rework (anybody remember super buffed megaman box art covers?) and some plot text butchering as well.
As for the see-through topic we're on, honestly, I feel SE's decision to create this would hang on far, far less on ethics and more on whether or not if it's profitable. No matter how small the scope of work it seems to us, it's still a matter of cost and time and they have to evaluate if their returns will supersede those factors. Personally, I wouldn't mind this at all and I would welcome it into the game, no questions asked.
As others noted through modding, the capability is there.
More pragmatically, with the various Stealth abilities out there, it's also easily demonstrated that character opacity can manipulated at will. Segmenting this effect into textures is just a variance of that. Overall, I don't really think it's any sort of ratings or ethics thing. Rather, the art team probably hasn't considered feasible designs.
The game isn't sold in China, at least not SE's version of it.
Yes. The Chinese version of FFXIV is produced and run by Shanda Games. They license SE's game software to use as their starting point, but then they modify it to suit a Chinese audience, not only by translating the game, but by adding, removing, or changing items, enemies, and some parts of the storylines. If they have an issue with an outfit, they simply wouldn't include it when building their remake.
