It's capable and modders have already put items into the game that function like that. See through material isn't really that taxing to implement, it's just a matter of whether or not SE wants to or not.
Square Enix has an ethics department. They go through things in products they develop that seem unethical or not, and depending on what they look like, they tell them to change it. Reason for an ethics department is because buyers in the west tend to be offended by things the most. So, in other words, most likely never going to happen.
It'd probably get the same excuse we get as to why our character toes are blocky, sometimes inexistent, or why we don't have bare feet, even though modders fixed that a long time ago.
Viera starting gear has a sheer drape over the stomach, so it's already been used in the game.
There's also several tinted glasses that aren't opaque and can be seen through and some untinted ones that have material there that reflects light instead of just being a hole, although not all of them.
Besides mods, the graphics engine can support the Veil of Eternal Innocence and the other similar ones, so it can clearly handle see-through fabrics, so I can't see any reason to think it couldn't on a skirt like that. (Isn't there also a headpiece with a semi-seethrough veil over the face? I was thinking there was but don't remember which it is.)
China would like to chime in here perhaps? I have never heard of a game company completely reworking graphics and stories cause they want to sell in the American or European market. It may have happened once or twice, but again, I think everything in between Japan and Europe would likely be more the culprit of any ethics dept.

It did happen back during the 4kids days and with the properties they bought from Japan if they had any video game equivalents, Yu-Gi-Oh for example, but the worst we have these days is Tokyo Mirage sessions which did get censored graphically though I'm fairly sure the story stayed the same. All in all though no one is going to be offended by sheer clothing so long as it isn't being used to flash nudity at the player - and that would likely get a higher rating from CERO in Japan as well.China would like to chime in here perhaps?
