I use mouse wheel to scroll through party list
Function keys for my party, whackamole clicking for alliance both on the raid frames, and on HP bars that I've set to only be visible when someone has taken some damage.
I haven’t tried mouse wheel. That might be good. I got good at using mouse wheel for skills in Diablo II. Right now I mostly just use F1 and maybe a few others but it can get tough reaching for higher F keys. I also find T helpful for healing someone who grabbed agro from the boss or an add. I’m willing to try everything to see what works.

Target allies? But Stone 4 can't hit them.

I use mouseover
On PS4, for my party I use Up/Down on D-Pad. For alliance members outside my party, L1/R1 + Left/Right on D-pad until I get to them(the touch pad is too annoying to get to the right person quickly).
I use mouse over on party / alliance list as well as switch to keyboard and mouse when on PS4. Pad is just awful for me.
Numpad (remapped from the default party list Function keys).
I don't actually use the mouse during battle.
Oooo!!! I didn't know about using the mouse scroll wheel. I'll have to use that one.
I play on PC and I've never really used the number or F keys. I mostly use the side buttons on my mouse for all my spells.
(I should get a new mouse with more buttons, mine only has 6 side buttons. Getting to be a problem with all the new skills I'm getting as I work on catching up)
Edit: Now I remember that mouse wheel controls the camera. So I can't do that...

I just use my mouse to either click their character or the party list. I usually go party list, but if I see someone in an aoe or they have a marker I click their character since I can't read names fast enough.

I cry with the pad from the ps4 controller.
I was looking at the key binds, and there are lots of options there. But there are none for "Cycle Through Party Members." :( This made me sad, as I was all set to change Shift+Tab to cycle through my party. (default is cycle through monsters)
Yea, but the scroll is configured to Zoom in and Zoom out. I'd have to bind that to something else... Don't want to be stuck zoomed in on myself do to a change in scenery.
Edit: I bound scroll through party members to Shift+Scroll. That way I can have both. Now I just need to figure out how to make it so when it scrolls through it is scrolling locking on, and not just highlighting them... I've had the same problem with my Tab targetting ever since I changed some stuff with it...
One problem down, two to go.
Because the party member cycling keys are just the move cursor up/down keys, the keybinds are on the System tab.

By default, these should be numpad8 and numpad2. Note that this is a soft-target. After one action, you'll return to your formal target. You can press the confirm button (by default, numpad0) to switch to this target permanently.
I just went and tried that. It lets me highlight and cast one spell on that person. But the next spell I cast is on the person that I have targeted... I want to be able to change the person I have targeted. (IE: The person with the Carrot shaped pointer over their head)
Unfortunately, this is at best a two-button task. You can cycle up/down to soft target, then confirm (default:numpad0) to hard target. My original reply has been amended to include this detail.
Without a magic keyboard, the only way I can think of to make it a one-button task requires abusing the /hotbar command to switch out an entire bar just for one or two buttons, which most people will find quite cumbersome.

This approach is far from perfect, and I wouldn't really recommend it, as (1) it uses a whole lot of hotbars for minimal benefit and (2) isn't smart enough to understand light party v full party, so you'll need extra presses if you find yourself cycling the wrong direction in a light party.
In the end, it's best to get used to the quirks of the soft target, or use mouseovers, or click the party list. Basically, anything but that wonky hotabar macro scheme.
Up and Down on the d-pad of the PS4 controller, click with the mouse if it would be faster, and use R3 "Assist Target" to switch to the tank while targeting enemies.

i just use standard mouse click. the mouse scroll thingy is actually good idea i might try that.
on the other hand i wish there is a feature where you can select party member using voice, so i can just said "player two" to select them, that would be amazing /heh
I've always clicked on people though I got rusty at it and need to re-learn the fine art of clicking and actually using ctrl+ hotkeys.
I really should rebind it to shift+ because I keep screwing up, lol. I took a bit of a hiatus away from XIV to play WoW and WoW's 2nd hotbar is shift+ .....so I instinctively hit shift+ here and then for the next 5-10 seconds I can't figure out why my character refuses to do anything....
Oh wait, I swapped hotbars. Blah.
I keep forgetting to change it tho. One of these days I'll remember.
F1-F4 and hard click on the rest
Combo of mouse wheel and mouse over. Always have both options available in case of panic. I use a mmo mouse so got all 13 buttons at the side of the mouse.
I use the mouse, though I have the F-keys available for this.
The only problem with the mouse is that the mouse cursor at 4K... is tiny.
