If you get to level 60 on a job/class it will vanish - but will return when you change to a job/class under level 60.
is it possible to disable this buff somehow? as a new player I'd prefer to do all the content in the game without overleveling it so quickly
Don't think so, but you can do the content on different classes/jobs.
Skip most sidequests while leveling your main job, and then go back and use them to get exp when leveling a new class. Doing it that way you should be able to avoid overleveling things too badly - and have a way to get xp for other classes more easily than normal.
You won't get quite the same experience as when doing sidequests in parallell with the Main story, but it all depends on how into lore and story you are.

Hm, really? Does it take a while for it to reappear, or do you have to change zones with the sub 60 job for it to reappear? I ask because I did a server transfer to a designated world, and while I noticed the buff on a new character I made, I did not get the buff on my transferred level 60, even when I switched to a low level job. That said, I did not try moving into a new zone after switching to a sub 60 job.
Does the buff only affect DoW & DoM, or does it also apply to DoL & DoH?
Does this buff disappear when the world isn't "new" anymore? Or do you have it forever, until all your classes have reached 60?

I would assume, that when the server isn't listed here anymore, as either new/designated or high population aka congested, that this buff won't apply anymore. But that's purely based on my assumption and experiences I have with SE and the earlier game/expansions. I doubt that they would let you keep the buff, after the population has settled, the whole reason of implementing these bonuses in first place. Might wanna keep up with the upcoming live letters and see if there's some more information released on it, or with the news section in general, but to be save I'll recommend, leveling as quick as possible, just in case the buff is removed/vanishes. Then again there's already so much exp that has been implemented prior to SB in comparison as we all started ARR and HW, that even without the buff, leveling should be your smallest problem.
I can confirm that the buff only last as long as the server is on the list, Zalera(the server I am on) had this buff until today after the patch and is now considered a standard server.
Same with Mateus. I did get a good chunk of work out for it (SAM, BLM, SCH/SMN to 60) but I feel sorry for those who didn't get their chance to. I can imagine someone deciding to come to one of these servers because it has this buff and they got friends there (Who maybe made a character there because you can't get in Balmung) only for them to miss out on the chance.
I do feel like a given date for it to end on certain servers that were going to move to standard level would have been better than dropping the ball. I can imagine some people feeling upset they didn't just pick something like Siren instead.
I have a question. Only 3 out of my 8 characters have the boost?. Is there a limit. All characters are under 60. Thanks!
Your character needs to be created when the server is flagged as New/Preferred. If your character was created before the server was flagged, you don't get the buff.
At this point, I'd say it may work better towards its goal of attracting people if it is a guaranteed buff per player; i.e. if you qualify for it you qualify for it permanently regardless of server status. And give it to people transferring off congested servers to a New/Preferred server instead of just new characters.
