The amount of DPS you lose via a slight GCD clip is not worth quitting a class over.
Ninja at 60 use an ability they get earlier (Armor crush) to refresh huton, meaning you're only doing 1 3-mudra ninjutsu every 60 or so seconds for Suiton. Otherwise you're doubling up on Raiton, which is a 2-mudra and should be easily done without clipping.
You're going to clip regardless. You activate a skill on GCD, you wait for animation of skill (could be .5 seconds) and now you have (assuming 2.0 GCD) 1.5 seconds to get in 3 mudras and activation button. Even in the best case (no animation delay, which is never) you have to have .4 delay between each skill to reach the next GCD without clipping.
You will always clip with 3 step mudras regardless of ping if you have huton up, maybe even without. Your only concern should be if you are severely clipping raiton and even then, just shuriken.
The only thing you can do to avoid clip is to open with suiton on pull, and hold the buff while you set up for the TA itself. That avoids 1 single clip. You may be able to do the same after an invulnerable or add phase as well, with good timing. Other than that, don't worry about the clip. TA is WAY more valuable than a half second of lost personal DPS.

While I'm here, am I correct to assume that if I'm grouped with a WAR, I don't have to use Dancing Edge? The reason I ask is that I only display my own debuffs on the enemy, so I kinda have to trust every WAR that I come across to use Eye instead of Path.
After the nin patch, only 3 step mudras should be clipping to a point that hurt your dps in any relevant way. Even if that's the case, you only really need to use suiton 95% of the time you use 3 steps.
only trust your static WARs until proven otherwise in DFs, my experience has been most DF Warriors dont keep it up fulltime, so you might as well do it, unless they show they can do it, then you can ixnay the rest of the instance, but if your Raid WAR knows how to play then you shouldnt have to worry about it there.
