A lot of main story dialogue has been grossly rewritten. I don't know what thoughts lead the localization team, but at this point it's borderline made up. I wish this stopped.

I actually like the translation choices they make. They are fun and add fun traits that audiences in that specific region can understand. While it may not be identical to the Japanese or German or French, its the differences in translation choices that makes it unique. And if you can understand enough of the other languages, it even adds some replayability so you can see how the other localization teams adapted the story ^_^ Each translation has its own flair.
I understand the need to add flavor to dialogue that's otherwise flat if translated literally, but a lot of the recent localization has been practically rewritten.
Regardless of whether "We do not forget. We do not forgive." is intended to use memetically, it's an unnecessary cultural reference that causes it to lose its impact during a conversation that's meant to be serious. I can tolerate stuff like 'Curious Gorge Goes To Wineport' and adding a bit of 'color' to the Limsan locals, but stuff like Midgarsormr's weird recharacterization (he's much drier, and doesn't do the 'heh heh'-grampa stuff in the original text) or turning Saint Shiva's 2-3 lines of dialogue into a six paragraph monologue are a huge turn-off for me.
A competent writer should also be fully aware that a line like "We do not forget, we do not forgive" is going to have and be interpreted as having memetic context, regardless of their original intent.
I actually didn't even realize it was a quote from Anonymous until folks brought it up on here. So the tone of the cutscene was unaffected for me. Perhaps.... it is entirely coincidental that they chose to use this line in the first place. It is also entirely possible they chose it for the reason you mention..
Either way, I doubt everyone saw it the same way the folks in this thread did.

Don't even try to criticize the localization, the fanboyism has become so annoying that they are even defending the gross localization work they have been doing lately, i have yet to watch this CS, but seeing how 2.4 was handled i'm not expecting a good result.
Fanboyism is a fact here, blame them for making everyone look like one, also, we are talking about a localization, it doesn't matter if you like or not, if it's not true it's bad.
So because you think it's bad, we're not allowed to enjoy it? I'm disappointed that you can't accept that there are different strokes for different people, and instead you choose to attack us when we defend something we like. Would you like us to tell you how to "enjoy" the game?
