Does anyone know if this is a general lore mishap, if the boss is gender confused, or just the english text being incorrect?

in german it says "ihre"[ger.] which means "her"[eng.] so I asume it is a english mistranslation
I took a screenshot when I first did that dungeon to submit a bug report, but I've been lazy.
The gender bender cactus. lol? Reminds me of Jurassic Park where Doctor Malcolm asks "How do you check their gender? Do you go out there and lift up their skirts?"
...any plant science nerds in real life know how to differentiate genders between cacti?

The Cardon Cactus is trioecious, which means... it has 3 genders. So... Science.

I was going to post about this as well, but been lazy. If it's gonna be Emperatriz, it needs to read "her needles" not "his" Lol. If it's a male, change his name to "Emperador". ^^b
Sabotenders (the name for Cactaur in the original Japanese translation), in FFXIV lore, are a close relative to the Cactaur. Whereas Cactaur are usually more rigid and stationary, Sabotenders are usually taller, smoother, and move around without a care. AFAIK, female sabotenders have a flower atop their heads whereas male sabotenders do not.
In real life, cacti can take on two or, as kidvideo put it, three genders.
