It's only a penalty for a full party if you are queueing for the 24 man raids or for Frontlines. Per Camote, 4 man and 8 man parties/dungeons/trials in which you go in with a full party will not incur the withdraw penalty.
You know the easiest way not to get the penalty? Don't withdraw. Don't queue until you're 100% ready. It's not rocket science.
It sounds like you need to be more careful with who you queue with.
Which shouldn't be the case, SE designs a penalty system that can easily be abused. The penalty should only be going to the person withdrawing and not the entire party. Or you know.. just drop the whole thing and again just give the in prog fishers what they want and put in an "In Progress Only" option and none of this nonsense will occur. The whole reason FOR this change was due to the fishing anyway, but occasional afkers and folks accidentally hitting decline, or in a group where someone else hits withdraw get punished as well. Clearly a broken system that needs to be fixed. I am not a fisher mind you and get just as frustrated with constant withdraws but I seem to be only one of a few people who want to a solution that doesn't penalize those who are not abusing the queue system.

It's a punishment for the whole entity because of the way it affects the other players in the queue. If you're queuing as a full party for a raid, and your party cancels, the other 16 people are impacted by any one person in your party cancelling. Hence, the whole party gets penalized. Even though it may not seem fair to you personally (since you personally didn't withdraw), it's the only fair way to do it from a system point of view (since the group you're in withdrew, impacting the queue).
Most occasional AFKers and people who make mistakes won't hit the three-time limit that results in the 30 minute penalty. It's intended to reinforce that if you're going to queue for something, you should be ready at all times.

If it was indeed for Ramuh EX (and you have no doubts your party leader didn't queue for ST instead - I'd check this first) and you also are sure you had no less than 8 members, submit a bug report, the penalty is only supposed to happen for partial premade and solo parties excluding ST, until they fix it make sure to use ready check.
Was definitely a full house, we had all 8 and then we queued for ramuh ex, we didnt think bout ready check cause it was literally, needs to pee, someone doing atma, then queued, but yeah i guess i'll submit one, i know it was for ramuh tho cause its what we accepted, and was our only queue.
Use ready check. People who spam the instance while people aren't accepting is terribly annoying. Some people in my static would do that if they had leader for coil instead of just ready checking and asking which would just lead to the first person who didnt click OK clicking OK then someone else not clicking ok because they got up thinking the first person was afk.
Communicate.
Well see if some of ur friends aren't griefers or if it's with your Free Company then see if those players aren't griefers either cause I like who the system is since SE is the first and only MMO company trying to eliminate the griefer from the game play of a PUG since I come from WOW I though that PUGS sucked due to the WOW PUGs being DPS races and who could hit 1 million DPS on each fight and screw achievements let's finish this dungeon as fast as we can thus Griefers make PUGs suck to me in any MMO in this MMO this system is a start to eliminate the Griefer from anyone's game experiences.
I'm not sure why people don't understand that an "In Progress Only" checkbox will just make queues WORSE. Anyone actually FOR this checkbox I'm almost positive is a healer or tank main who actively "In Progress" fishes...the only one a checkbox like this benefits IS the "In Progress" fishers. Every DPS who queues for a new instance gets much longer queues thanks to the tanks and healers opting to check "In Progress" for quick tomes. Even if only 10% of tanks/healers opted for that checkbox it would have a pretty hefty effect on queue times.
I queue up as "in-progress" on tank or healer because I want to be the hero who rescues an abandoned group, not because it'll be a faster way to get tomes (although that aspect can be nice.) It's not fair to the 3 people stranded in a dungeon to force them to have to exit, if there's no way for them to be assigned a replacement.
Summed it up perfectly, most dps would never dream of trying to queue strictly for an in progress only, since queue times are bad enough for them as it is. Only benefit this would have would be for those who use to duty fish, anyone who says otherwise is just diluting themselves.
Not that complicated of a system: Ready Check -> Passed? No, Repeat, Yes -> Queue for DF

People fish specifically for 'in progress' duties? Why? What's the benefit?
They fish for an in progress for their daily roulettes and CT/ST, for daily roulettes its to get the duty done with that much sooner. For CT it use to be so people could skip bosses and only have to fight bosses for loot they wanted, now its mostly just people trolling. For ST people want to join in progress so they only have to fight Amon/Xande and can roll on UAT/Sand/Oil without having to do rest of the raid.
If you want to be taken even somewhat seriously and not as a troll then learn to use some form of punctuation in your writing. This also applies if you want to be understood.
Also, stop insulting people that don't agree with you. Remember, they are allowed to be wrong.
Following this advice will make you look more intelligent and mature. It will also prevent you from appearing like a spoiled 12yr old troll.
One of the best things added, when DF pops I know it's 99% of the time going through instead of half a dozen or more withdraws before it does. More often than not it was DPS that withdrew.
If it's giving a lockout to a full premade then it may need hotfixing, removing? No.
To be honest, DF should never have shown that the dungeon being joined was in progress. Find out when you enter, which would have prevented a lot of fishing to start with, negative being, of course, that it would make it hard if you get a call to join in progress to help a friend/fc member who has lost a member for whatever reason.
Oh and ignore DmgAtton, they are fishing (pun intended) for attention with their incomprehensible gibberish.
I love it. Now we know that everytime someone withdraws or allows the timer to run out, you know he's getting punished. :D
Please do not queue if you are not going to be ready around the estimated time.
That is it. Hiding the progress label would not stop bored tanks like me from re-queueing every 15 seconds for an hour.
Before the patch, I would average 20-40 minutes queued for something and another 5-20 minutes of withdrawal spam. I haven't encountered a single withdrawal since the patch.
I'm loving this new penalty system.
