I've seen Party Finders where the leader saying they're following their own 2-strike rule is part of the finder message. Whether they actually do that or not remains to be seen though.
I did something similar, I shouted no laggers for a Titan Hard party pretty early on and low and behold, I started getting lag spikes mid fight. I promptly apologized and left.

God, people are impatient these days.
So people that want people at their skill level should be ridiculed for not taking someone near as skilled and would cause party wipes because they die to already easy content?
I do indeed create 2 death parties. And if in fact I die in them from lag or whatever I remove myself. I have the achievement for clears and 4 primal weapons. I dont want to carry people nor do I want a carry. The fact is a large portion of the player base is flat out derps. The restriction is there to scare them away. And even if they do join the party it is also there to remove them in hopes of getting the party a clear.
Duty finder and grouping with friend/fc is there to help you learn. IF you get in one of the said groups you are getting in a farm or a 1 shot group.

First time we fought Garuda, we died 3-4 times. But perseverance payed off and we where able to take her down.
Course being a tank, all I had to do was keep her distracted and activate Limit Break half way through. Still, we didn't quit and improved until we won.
What. What. WHAT. So people are actually kicking other people just because they die...? WHAT. NO. IT CANNOT BE. Some of us have some terrible specs and we can't help it, some of us are new and we can't help it. Maybe, just maybe, if we tried to be more ACCEPTING and LEARNED FROM OUR MISTAKES this problem would pop up a whole lot less often...
I personally will never understand why people get so over the top as it were from wipes and or death seems like dang or someone dies it's absolutely terrible granted I'm sure people have time constraints real life stuff going on but still overreaction is so rampant in this game.
Same with me we wipe many times we all was new. I went in with gear about 35%? It broke so I offered to leave after I told them and apologized. Told them I'll be right back had them boot me to avoid the penalty. Repaired came back with join in progress, we continued, wiped again, only time for one more we new it.
I was like, "this is it, do our die" killed with only a few minutes to spare posed and took pictures real quick. That was fun and thrilling.

The vast majority of people only do this because they're impatient or want to be carried.

I do something similar. Instead, I write in PF: "You may die/screw up as many times as I do + **some base number here**." So I'll give them maybe 2 free deaths + the amount of times I screw up or die. Usually this works in scaring people off. I have only had to remove a few players who were obviously new and trying to join an experienced/farming run.
I've done farming runs on Ultima where one of the WHMs would die every time. Didn't actually remove him since we were killing him every time as well. If it had been Titan Ex, though, it would be a different story...
If you're wondering why we do this, it's simply because we are not there to teach you. I have seen many, many PF groups that have formed with the "new players welcome/let's learn the fight together" tag up. It is nice to know new players have an option to join these groups (or even make their own).
If I am playing with a very limited amount of time or know that I will need to kill something 20+ times in one day for a moderate chance at an item, I don't want these players in my group. I just want people there who have done it so many times that it just becomes a dance to them just like it is to me.
You don't have to join these groups and you can even BLIST the leader of the group so you don't have to interact with them again. That might be the best thing to do for both parties.
Time is a precious resource to some. Maybe respect that? If you can't respect my wishes, I have no interest in speaking with you.

I never join parties which threaten you with kicks, simple as that. I've got some well-geared jobs, and I know my role just fine, but I can't abide this superiority complex that some people are getting. I've seen all too many times where people want others who are more skilled than themselves to make up for their own inadequacies.
If you want respect, you have to show respect. Sadly, it seems there's very little of that to go around these days.
Or because they never get a good team, on Monday afternoon on Titan EX we were 4 players that never killed him and we defeated him on the second try with no one dying or taking avoidable damages, why these people didn't defeat titan earlier ? Because they always get people that don't know the fight yet and instead of creating XP parties they come into normal party and if you don't scare them with the kick they always come to you.
The other day i joined a PTof titan eX. The message on the board was " 2 strikes and you'r out" so i joined and as WHM i got Inside the coal. DPS got to fast and they released me on the LS. the Party leader, who was a Tank sayd :" well sorry Mikoto but you'r dead.Im going to ask you to leave." i sayd Ok with ".... " because he was kickin me out of the group for 1 death (that wasnt my fault and his msg sayd 2 strike)
Some pepeol on the group try to argue with him on why i died and that i shouldnt leave, but his attitude just make me realise that this guy didnt even deserve me to stay. So i answer to the rest of the group. its ok. Thx for the try. I black list the guy and will make sure to never ever join any of is group anymore.
If you don't like the rules don't join them. Easy as that :)
But on a personal note I stopped joining groups like that for the most part because like other people have stated most leaders don't follow their own rules.
I have only played this game for only a few days but in my years of playing MMO's I have never seen such a thing before. Why has the MMO community grown so sour? What ever happened to community and adventuring where we learned from our mistakes and continued on?
Man I miss those days.
That's not about not letting other learning from mistakes, it's that you want to play with player that are already experienced and are not here to train.
If you are a new player to do a primal in PF you have to do multiple things
1)Read and/or watch a video of the fight to learn more or less what you have to do
2)Register in DF to get a first sighting of the fight and get some experience.
3)Make a Training party in DF ( there are multiples, for example on Titan EX training before heart or training after heart )
4)When you trained enough to master the fight you can make a Kill party where you play only with players that are experienced and kill the boss
Except some people skip part 3 and join parties for the kill while they don't master it and want to get carried, what happens => they make other people wipe, force them to remake parties again and again, so you have to scare those guys with the kick.
Most of the parties only kick if you dies where you shouldn't if you are experienced ( usually on Titan EX if you die after heart it's not such a big deal because it's really hard and you don't get kick except if you really are the only one that keep dying during the fight )
I have every intention to perform well end game. I just find the two deaths and a blacklist really silly.
Why not pass a rez and continue?
You should get to the content we are talking about then you will see why there are strong attempts at QC in the party finder.
Because it takes multiples hours to master the fights and
because people are angry when you screw their things, it's the same as if you were doing a pretty drawing and then someone comes to burn it every time you are about to finish it, you kick him in the ass and try to avoid him as much as possible.
