That is the worst part about doing low level stuff... I would do it for random people just for giggles if it didn't feel so weird trying to do things at low levels with half my bar being useless.
I Agree with this for ONE reason, Because my thaumaturge at Lv.15! can use Stoneskin in a Dungeon run but my White mage / Conjurer at Lv.50 scaled down cannot.... :( really?! why!?

Older dungeons are set up and built on the assumption of what abilities players will have when they do them. Thus the proposed suggestion is unnecessary. Besides that fact, abilities which don't have a quantitative measure can not scale at all. e.g. how would you scale BLM's mini-teleport? The element mode-swap? How would you scale Barrage? etc...
Many abilities would just be useless if they scaled below their base values. implementing this would be pointless.
BLMs teleport isn't a skill that scales up as you level anyways, it's always a set distance from the first time you get it to relic+1 w/full Allagan. The "Element mode swap" is something that works the same, it always switches whatever element you currently have (whether astral or umbral, and regardless of amount of stacks) to level 1 of the opposite element. There's no reason or need to scale it because even at 50 it only gives 1 charge. Barrage is another skill that requires no real "scaling" at all because the skill doesn't add anything extra. It already scales, even at 50, based on your stats and gear because all it does it add an extra 2 regular strikes worth of damage. Barrage is essentially 3 auto attacks in one, no more and no less and the damage you deal would always be (and is always) based on what your normal auto attack damage is.
This, 1000x. If any class can just cross class a level 30+ ability at level 1, why can a level 50 not use their OWN abilities that a level 1 can use? Obviously the effectiveness will be reduced to just as much as the person cross classing it, but this is just yet another deterrent to helping low level friends (which I do almost daily multiple times).
Rift lets you keep your higher level skills and it seems to work fine there.
Yeah, sure. Lets let the Warrior keep Defiance and Inner Beast in sub 35 dungeons. Cool, now you can solo them because trash and bosses hit like wet noodles under 35 and IB would heal for half your HP bar on a noncrit.
Those low level dungeons were designed with the idea that no one would have access to certain important skills that could potentially make a mess of those dungeons.
GW2 does exactly what you're asking for. And it felt awful.
I rather like this system, a max level player can help a low level player without invalidating the experience for the low level player.
I don't have a ton of experience but even running a lower level dungeon like Halitali as a scholar becomes incredibly easy because my fairy can take care of 99% of the healing and i can just focus on dps. If I had access to skills like sacred soil in copperbell then why not just fast forward us to the chests because there would be no real threat of death.

Because some abilities add functionality beyond their pure base damage.
A level 30 dungeon would not expect a black mage to be able to continuously nuke like a level 50 black mage can, all the while hitting thunderstorm and firestarter procs. Sure the damage of these spells could be scaled down, but the presence of Tier 3 astral/umbral buffs means the BLM will be spamming Fire 1 constantly, which a 30 BLM cannot do.
Or a Scholar with Leeches in a dungeon where they shouldn't be able to remove debuffs.
Honestly, there can be examples for every job. It introduces way too many variables for SE to try adjust for. The amount of dev time needed to implement this would be incredible.
Just set a new hotbar for the adjusted level, it only takes 30 seconds and can be done at the start of the dungeon or before you enter.

On the PS3 there's plenty of crossbar sets for a low level customized set.
Not sure about the PC - but this shouldn't be an issue on the PS3.
Just toggle the low level crossbar On/Off and vice versa for your main crossbar for the low level stuff.
Works fine for FATE's too.
