Dear Yoshi-P and the Final Fantasy XIV development team,
As with the previous letter in this series, I hope that these letters can not only serve as feedback of my own, but also help my fellow players to give their feedback with a better understanding of the game. Accordingly, please pardon me for explaining some things you already know for the sake of my fellow players.
Before we begin analyzing the balance problem of mobility among the magical ranged DPS, let us remind ourselves why we care about balance in the first place. We care about balance because imbalance produces barriers to enjoyment. Seeing the job you want to play locked out of a Party Finder listing is not fun. Seeing someone leave a party quickly, and wondering if your job had something to do with it, is not fun. Feeling discouraged from playing the job you would most enjoy playing, because it would somehow bring less to the party than another job in its role, is not fun. But balance does not itself create enjoyment, only allow the good of the jobs and the duties to shine through. The underlying job and duty designs must be fun to play, or balance is pointless.

The Current System
Currently among the magical ranged DPS, BLM and RDM must both frequently use spells with cast times in order to effectively deal damage, which is after all the main purpose of the role. Many of these spells are also intuitive to use as part of the job's themes, so casual players want to use them heavily as well - a casual BLM player wants to cast Fire IV as often as possible, and a casual RDM player wants to trigger Dualcast regularly, even if they are not aspiring to efficient play or high damage output.
Therefore, when considering duty mechanics that require movement, BLM and RDM players of all skill levels are strongly incentivized to consider how the required movement interacts with their job. (In high-end duties, this incentive becomes a requirement due to the DPS requirement of the duty!) The player only has so many movement resources they can use before they begin losing out on the spells they want to cast, and the more movement is required of them by the duty, the more carefully they must shepherd those resources. So we say that these jobs have limited mobility; though the player character is not literally bound in place, beyond that limit both their enjoyment and their damage output are diminished.
Meanwhile, a level 90 SMN incurs less cast times per minute of combat than a level 90 SAM. (In theory a SMN player could just press Ruin III repeatedly, but that is unappealing both for damage output and for wanting to play to the themes of SMN.) Further, the nature of the Arcanum and Attunement systems provide great flexibility in when those cast times occur with little prior consideration by the player. As a result, a SMN player does not experience limited mobility in practical circumstances - even with the most unfavorable possible timing of a movement mechanic, a SMN can run continuously for almost a full minute without losing a single cast.
Is this freedom of movement somehow compensated for or "taxed", as we saw when considering the ability to raise? In Stormblood and Shadowbringers, we could reasonably say that was so - all magical ranged DPS had limited mobility due to cast times, all melee DPS had limited mobility due to the constraint of melee range, and the physical ranged DPS had consistently lower damage output accordingly. But in Endwalker, we cannot reasonably say this is so.
Among the magical ranged DPS in Endwalker, SMN has frequently been outputting more damage than RDM even for highly skilled players who can manage RDM's movement resources effectively. And if we consider the DPS as a whole, the large hitboxes of enemies in Endwalker duties have made the constraint of melee range require little attention from melee DPS (and tank) players. In such circumstances, any logical mobility tax would have to apply to SMN and all Disciples of War, giving RDM and BLM the highest damage output of all jobs while placing all healer jobs above all tank jobs. As that is definitely not the case, and no other taxes might reasonably account for SMN having greater damage output than RDM nor melee DPS having greater damage output than physical ranged DPS, we must conclude that there is no fairly applied mobility tax.

The Problem
Let us consider this situation from the perspective of a player seeking party members for a high-end duty. Such a player must consider how much damage output their prospective allies can maintain while doing mechanics, because the party will not be able to complete the duty without maintaining their damage output over the course of the duty and its mechanics. Therefore, such a player must consider the mobility of all the jobs, not just in theory but in the hands of the actual players they might get as teammates.
If one knows the specific individual player that one is considering as a teammate, then one can base one's choice on one's knowledge of the prospective teammate's skill with the job, including use of its movement resources. In such cases, a BLM or RDM player might well be accepted into a party even for a movement-intensive duty. But players are not born knowing each other's skills. At some point a party must come together without knowing each other's skills as applicable to high-end duties, and regular duties are not sufficient demonstration.
When one does not know the specific player that one is considering as a teammate, such as when putting up a Party Finder listing, one must consider the skill distribution of the player pool and how that interacts with the jobs. Suppose there is a mechanic in the duty such that a hypothetical perfect player could perform the movement without losing damage output on any job - but in the actual imperfect player pool that is eligible for the duty, only one in ten BLM or RDM players can perform the movement without losing damage output, while nine in ten SMN players can perform the movement without losing damage output. Then the one putting up a Party Finder listing is incentivized to prefer a SMN for a magical ranged DPS teammate, rather than take the high chance that a BLM or RDM player who joins their party will lose damage output to the mechanic.
Because SMN spends so little of its natural rotation on spells with cast times compared to BLM and RDM, almost any movement mechanic beyond the most trivial (while there is an enemy available to damage) will produce this sort of disparity in the player pool's performance; if not in whether damage output is lost, in the amount that is lost. This pressures players to prefer SMN over BLM and RDM as a teammate in general, and pressures those considering playing a magical ranged DPS themselves to play SMN in order to perform better for their allies. In turn, this pressure is exactly the sort of barrier to enjoyment that we seek to avoid by balancing the jobs.

Let us examine a specific mechanic as an example. In Abyssos: The Seventh Circle (Savage) (P7S), the Inviolate Purgation mechanic involves placing and then avoiding four sets of AOEs that cover almost the entire arena, which necessitates repeated movement from one end of the arena to another. It is very much possible for RDM to handle that movement while maintaining damage output, as demonstrated by a player. (Earlier in the raid tier, another player demonstrated the same movement plan with less optimization.) However, that movement requires the party to avoid the "Sleepo Purgation" solution to the mechanic, as it is only compatible with placing the stack on the furthest platform from the boss. BLM also prefers to avoid Sleepo Purgation, as placing the stack on the furthest platform can allow the BLM to move less in total if they are assigned to the stack twice in a row. As Sleepo Purgation is the most common and recommended strategy in North American Party Finder, due to its greater ease of healing and tolerance for momentary player mistakes, it is a significant burden for the party to accommodate a BLM or RDM in this way. The rest of the party would much rather have a SMN as a teammate, and not worry about how their magical ranged DPS player will handle the mechanic!
This example illustrates more than just why players prefer a teammate on a highly mobile job over one on a less mobile job. It also illustrates that you cannot fully know the movement demands of a duty before its release, as you cannot guarantee that players will settle on the strategy you intend to solve each mechanic, and different strategies can present different movement demands. Therefore, you cannot predict how much damage output the less mobile jobs will lose in the hands of the playerbase, nor the player skill required to minimize that loss. Without that knowledge, you cannot properly set the value of a mobility tax within a role to produce similar damage output across that role among players eligible for a given duty.
And even if you could, some players would still prefer to have their party members on the more mobile jobs, to avoid the risk of getting a teammate who is not able to manage their movement resources as needed for the duty and the party's chosen strategies. Or if the damage output requirement of the duty is sufficiently high, players would swap to preferring that their party members be on the less mobile jobs, to avoid the risk of not meeting that requirement despite good play. (And that's if you wanted to take on the burden of always having to make every high-end duty at the same intended difficulty have the same intensity of intended movement demands, so as to keep the same proportions between players' damage output on each job in those duties. That sounds like an impractical and stifling design constraint.)

What if you did have known movement demands and attempted to find a middle ground where neither preference was common? Well, once a party is able to comfortably meet the damage output requirement of the duty, no longer having to worry about losing a pull to damage variance or Damage Downs or KOs, even more damage output is of highly variable value to the party: quite useful if they intend to skip / use an easier strategy for an undesired mechanic or compete with others, and nearly useless otherwise. Final Fantasy XIV is not a grindy game where hundreds of duty completions are needed to get the desirable loot, giving time for saved seconds to add up; when simply seeking one's weekly duty completion and loot, it is often an overall time savings to accept a longer expected length of the duty completion pull in order to increase the chance that any given pull made by the party will result in that duty completion. (Consider how this "slow but consistent" approach extends even to dungeon etiquette on the Japanese Data Centers.) So in such a middle ground, some players would be comfortable in meeting the damage output requirements of the duty given a modest performance from their teammates, and so prefer to avoid risk in their teammates, while other players would either intend to compete or lack confidence in their own damage output, and so seek high damage output jobs from their teammates.
This puts both sets of barriers to entry up at once, which is all the worse in Raid Finder where players cannot sort themselves by their preference in allies! So attempting to set a mobility tax within a role is doomed to failure even with known movement demands; there is no single value that will incentivize players not to have any strong preferences about their allies' job choice in that regard.
Since you cannot compensate for greater mobility within a role, you cannot have greater mobility within a role without producing imbalance. Therefore, all jobs within a role must have similar amounts of mobility.

And even in casual play of regular duties, disparities in mobility within a role feel bad for players of the less mobile jobs. Consider the perspective of a BLM or RDM player entering a duty such as The Final Day, Abyssos: The Sixth Circle (Normal), or Mount Rokkon for the first time, and suddenly being faced with a movement-heavy mechanic such as Meteor Radiant, Strophe Ixou, or the Thunders. Not knowing such a mechanic is coming, they cannot plan for it, and find their enjoyment diminished while a SMN player's enjoyment would not be. Even when repeating the duty, many casual players lack the combination of skill and detailed timeline information to overcome the movement challenge and restore their enjoyment of the duty, so they simply get frustrated again.
When all magical ranged DPS had similar amounts of mobility, such mechanics being challenging was simply a part of the role. But with SMN having practically unlimited mobility, that challenge cannot logically be a part of the role. Combined with the marked difficulty of fitting in spells with cast times around Endwalker mechanics, this breeds resentment of SMN's design and thoughts that the duties were tested on SMN to the neglect of the other magical ranged DPS.

The Possible Solutions
Let us first lay out all the mathematically possible solutions we can think of, before we worry about which ones are good. In the next section, we will worry about which ones are good.
- You could restore the earlier state of affairs, where a significant part of learning a high-end duty on any magical ranged DPS was learning how to arrange one's spells so as to deal sufficient damage while executing the party's agreed-upon strategies.
- You could give up on mobility as a form of challenge entirely, decoupling one's use of job actions from one's movement.
- You could keep mobility as a form of challenge, but to a greater or lesser degree than in previous expansions.
- You could, in theory, make all the magical ranged DPS identical in gameplay, with only cosmetic differences.

Choosing a Solution
Now let us consider the merits and demerits of each possible solution.
Having all the magical ranged DPS be identical in gameplay would be easy to balance, but it would greatly diminish player enjoyment at all skill levels. Even setting aside the pursuit of challenge, many players find fun in the "job fantasy" of their chosen job - that the job feel as they expect and want it to - and that job fantasy has mechanical elements as well as aesthetic ones. For example, it is difficult to conceive of a Final Fantasy RDM without frequent mechanical representation of both white and black magic, and there are only so many ways to do that while keeping the job firmly in the DPS role. And for those players who do enjoy challenge and improving their skill at playing various jobs, well, witness the dissatisfaction at having so much mechanical similarity within each of the tank and healer roles. This solution, while mathematically tenable, is an excessive sacrifice of fun, so I set it aside here.

What about giving up on mobility as a form of challenge? As you yourself have spoken of enjoying BLM uptime optimization in Eden's Verse: Refulgence (Savage), surely you understand that taking on that challenge is part of the enjoyment for some players.

Further, regardless of whether a player is seeking challenge, giving a spell a cast time is one way to convey the effort put in by their character and the power of the spell as a result. In turn, this helps provide certain job fantasies for players.
Of course, some players do not desire the challenge of cast times or the job fantasies they convey, and that is fine - those players have a wide selection of Disciples of War to choose from. Some players want to avoid any form of challenge regarding job mobility, and that is fine - those players have the physical ranged DPS role to choose from. Giving up on mobility as a form of challenge would not help those players enjoy the game, but would make the game less fun for players who do enjoy that challenge and/or those job fantasies. Thus it would be a pointless narrowing of the game's appeal, so I set it aside as well.
(This unnecessary sacrifice of fun is one reason why I do not regard the inherent difficulty of setting a mobility tax between roles as sufficient reason to give all battle jobs similar mobility. I have two other reasons for this assessment. First, having one of the DPS subtypes be disliked to double up on in a full party is less of a barrier to enjoyment than having a job be disliked within a role; two players of different jobs in the same role can split up and find different parties willing to accept them, so long as both parties will accept any job in their role. Second, an entire DPS subtype can be given and balanced around unique capabilities that make them sometimes desirable to double up on, in a way that individual jobs within a role cannot, as I mentioned in my previous post on balancing the ability to raise.)

At this point, the only solutions remaining under consideration are those that give all the magical ranged DPS limited mobility, while keeping each job distinct and unique. Perhaps the correct curve of practical mobility limits, how difficult it is to minimize lost damage output as required movement increases, is not quite the same as the curve we had in Shadowbringers. But it is remarkable that Shadowbringers had both a healthy population of players enjoying each magical ranged DPS and excellent balance in the role as regards mobility. (I would say as a minor nitpick that Shadowbringers SMN's Ruin II should have had slightly less potency, to encourage those players pursuing high-end content to engage more with its mobility optimization. Yes, that would be nerfing my raid job at the time.) The only real issue that Shadowbringers had with balancing magical ranged DPS was the ongoing disparity in access to raise, which I have already covered in my previous post; it is otherwise an excellent model for balancing the role while retaining player enjoyment.
It is even possible to consider how the Shadowbringers versions of the magical ranged DPS would have performed in Endwalker duties. For example, consider how Shadowbringers SMN would fare in the very same Inviolate Purgation we discussed earlier. To a player experienced with the job, the prospect immediately brings to mind the question of how to manage Demi-Bahamut and Demi-Phoenix over such extended movement, as both moved in response to the player and would lose damage output if these movements were not carried out in specific ways.
Here is an approach to that challenge I worked through on the fight timeline, despite raiding as a healer this whole expansion: If one were to use Dreadwyrm Trance and Firebird Trance as soon as possible throughout the whole fight (the "Rush Trance" or "110s cycle"), then Firebird Trance would come off cooldown and be used just as the Forbidden Fruit appear that dictate which two platforms can be safely used for the first set of AOEs. If this information is sufficient for the player to know which platform they should be on for the group's chosen strategy - as it is for Sleepo Purgation, but not for placing the stack on the back platform - one then has the full 20 second duration of Phoenix to move from the middle of the arena to the correct platform, allowing time for the specific movement forms that prevented damage loss. One would then be able to use the Egi Assaults and Ruin IV for movement until Dreadwyrm Trance became available, and Dreadwyrm Trance at its full length would provide the movement resources between the third and fourth AOE placements as well as an instant cast away from the fourth set of AOEs. Then one could hold Demi-Bahamut for immediately after that final movement, leaving room for the next Firebird Trance and Demi-Phoenix to fall during the subsequent follow AOEs and setup casts of Famine's Harvest. (Which does result in some unfortunate timing of running away from the follow AOEs during Demi-Phoenix, but had one prioritized buff alignment over using Dreadwyrm Trance and Firebird Trance on cooldown, then Demi-Bahamut would have been subjected to much the same for either those AOEs or Famine's Harvest.) I will not further describe the details here, as they are not relevant to the point of the example.
Which is: This is interesting! It is the same sort of planning across the whole timeline of the duty as BLM and RDM have - reminiscent of BLM's Ley Lines placement and RDM's Manafication timings - while being mechanically unique. It rewards the player for both job knowledge and technical skill. It even has the same strategy preference as the other roles. Surely something similar can be done with a summon-centered job design?
Unlike my previous letter analyzing access to raise, there really is no other good option.
