Conversations in populated areas or venues can be difficult to keep track of with many people talking at once. Adding an option to display chat bubbles above players such as the ones NPCs often use would be very helpful as you could simply look in the direction of the people you're speaking with.
Also, while some may find it immersion breaking and should definitely have an option to turn it off, personally I find it nostalgic to have everything any character says pop up in dialogue windows just like the older FF games. :)

I'd also like to see this feature implemented. I already see chat bubbles above NPCs and my own minions on the Island, I'd like that to extend to players as well. If you think it might be too much, you could even have a filter perhaps for Chat bubbles - Friends only, Friends/Party Members/ FC mates/All

I agree, I believe being able to filter out certain people with chat bubbles is also very good. Personally I have a hard time finding out who is talking if we're in a crowded area and would love to have chat bubbles.
