Steps:
1. Open up contacts
2. Right click on name in another server
3. No option to add friend (just says sub commands not available)
I have tested with a friend on Mateus, made a party finder group and was unable to add them, but they had no difficulty adding me and I could accept that way.
Can't add cross server friends.

Is your Blacklist full?
Apparently there's some sort of issue where if your Blacklist is full, you cant add cross-server friends. -

Same issue. Blacklist is empty. I couldn't add friends via the party list window or chat log.
I haven't tried actually entering an instance and meeting cross-world in person though. Maybe that's how you add friends. -

After removing a few from the blacklist the options appeared, so looks like it is some sort of bug, but if removing some deleted RMT's fixes it at least it can be fixed until you run into more RMT spammers.
