Some people mention health going up when loading but it means nothing. The game snapshots the gear at the moment of queuing: a player can equip the better gear immediately after and would have a full hp bar by the time the queue pops. On the other hand, while I wait in queue, I almost always switch to a crafter or gatherer which significantly shrinks my HP. I switch back to my battle job when the queue pops, sometimes at the last second if I am crafting an item at that moment.
A lvl 60-something player is in lvl 50 gear? Again it doesn’t mean anything. I have one such level 60-something character that is still in post ARR quests. Before she even has the option to unlock the next series of raids (assuming I want to unlock them), she’ll have to finish HW anyway. The 60 tome gear is also locked until she reaches the end of HW. She’ll probably be lvl 70 something by then because it is pretty much impossible to not over level these days with all the xp bonuses. There’s no point even buying better gear from the MB as there is no content to use it on: the game limits her to lvl 50 content as it is tied to MSQ progress.
