Someone went ahead and answered for me and I agree with his take. He has an important role in ShB and I actually liked him when he was the Crystal Exarch, but he's reduced to another somewhat annoying Scion yes man in EW.

I feel like that is the anime part coming through. They tend to go to extremes in the reactions, like when the Loporrit's are running and screaming. I assume it's intended to add levity to the situation but it is very very anime.

This is a tough one.. there's so many to hate! I'd like to say G'raha Tia, but I'd have to give it a good thought. Alphinaud is definitely a contender as well, sure.
