The lore behind it is (almost certainly, since it essentially is this for FC housing) that the Grand Companies only will allow trustworthy adventurers (must have certain lv50 rank) the ability to buy land under their care.
Oh, wait...you don't care about that aspect of the lore, do you...just whatever RP is in your head.
The game (like every single other game in existence) has finite resources, and, like others have said, housing is NOT terribly important in the grand scheme of things, especially not compared to new content. Allowing only lv50 characters of a certain GC rank also prevents one person (or a few people) from making a bunch of alts and scooping up all the land (like you want to do), which prevents others from taking part. And...it is NOT hard, at all, to level a character to 50 and do GC quests. If you can't be bothered to do that...
I hope they don't cost too much but as of now seems it may with FC prices.
There's certain things taking priority over others and then there's just restricting content needlessly.
I've played MMOs with nothing to do outside of running dungeons. They are not fun. Fluff content is content just as important as any other. Running dungeons day in and day out gets really old, really fast.
Needlessly? What lvl 10 character has any sizable amount of gil to purchase a house? An alt, that's who. As someone else pointed out, having neighbors is part of the fun of having a house. I personally would be upset if I purchased a personal home, only to find out that one guy with an army of alts bought up every other lot in my ward rendering it a complete ghostown. I understand you personally don't like it, but take a step away from what -you- want and perhaps look at the situation from the perspective of a potential owner of every other home in that ward.
Also, this isn't a game where alts are really common or important. The developers aren't catering to your desire because not many people use alts for anything. You can do -everything- on one character, hence the lvl 50 limit since everyone who actually plays this game is guided safely and quickly to lvl 50 in no time. Seriously, if you just look at this logically you will see why these restrictions are in place and why they make sense.
Right now, no one really uses alts except perhaps for retainer space. Personally, I'd prefer to keep it at that instead of allowing people to create 7 more characters and fill up a neighborhood just because they have money and can.
Meanwhile you can respond at any time to how you view other people's potential desire to spend their in-game assets on a player home in a ward that is populated by people instead of alts, and whether or not you think that is rational or irrelevent.
