Are you certain you killed her? Absolutely certain? Sure, she had a convincing fall to the ground and uttered some very dramatic last words, but in all that heavy armor, how can you be sure? Also there was none of that trademark dead-boss-returning-to-the-aether purple haze and sparks. She just lays there while you and Cid jaw about it.
Not to mention one of the first things I learned from playing JRPGs is that the bosses never die only once.
The time thing may be an issue, but I think it can be explained by many theories, like the one I posted. Also, it isn't exactly overnight. If the amount of growth RevToll has seen is any indication of time passed since CM, she's had a good while to impress those that needed impressing. Or maybe she didn't need to. Maybe lilirulu has the right of it, and Aymeric knows all of this and picked her as his second because of it. Or in spite of it, depending on how you look at it. Either way, you'd have a hard time convincing me now that it isn't Livia.
Posting form iPad, so hard to quote. You do make good points, and I can see that it could be her. But as for the fading away to aether, I didn think that happened to the human bosses. I know she didn't, but I don't recall any of the human type enemies doing so.
Granted ,it's hard to say how much time has past, but they really pointed out how untrusting Ishgardians are amd how we, the Warriors of light, will have to earn their trust. And even in 2.4 Ishgard is clearly no friend to the garleans. One of the Blakc Wolfs legates becoming the trusted, high ranking second in command to the temple Knights?

A speculative scenario about Lucia could be that, she, as an infant or child of someone of high ranking in the Garlean Empire, present in the Battle of Silvertear Skies (or it could be that Lucia was present then as a young soldier herself), and that one of the Garlean airships crashed with her onboard, in Mor Dhona, after being attacked by dragons; she survived, was found by Ishgardian troops, was raised in Ishgard; now she has a hate for Dragons, yada yada.
We could also look at when Ishgard withdrew from the Eorzean alliance - perhaps her presence could have something to do with that.
Also, the Ascians have been seen communicating directly with people of Garlean heritage (as well as those of us with the Echo). We have also seen Ascians present in Ishgard via cutscenes. A Garlean and Ascians both being present in Ishgard could be of some relevance...
Of course, it is all speculation, and we will find out the truth!
There is an important distinction between Livia's death and the deaths of the other general and Gaius. The roegadyn general is clearly electrocuted to death, and Gaius is blow up by the destruction of Ultima Weapon.
Livia just kinda falls over and we assume she died. She could have fainted from her injuries or even (though unlikely in my opinion) feigned death.
We don't really know how long it's been and it maybe it was an unusually fast promotion. We don't know because we aren't in Ishgard and hearing what people think of the duo.
We also don't know if anyone other then Aymeric is aware she's a garlean (or even if Aymeric is aware at all).
The reason I think it's Livia is because Lucia has a relation with the WoL. Something that causes her to dislike us greatly. We've only ever encountered one pure blood female garlean in the whole main scenario. Those two facts alone almost 100% seal the deal that the two are the same person.
The armour is intact but it's rusted and dented and looks like it's hasn't received proper care in a long time. 'serious disrepair' was probably a bit too overdramatic on my part :p
She's an Ishgardian. They aren't exactly warm and welcoming. I didn't see her dislike as anything greater then most others have shown outsiders.
Desesperate on denial? hahahaha realy? what is happenning here is that we are doing a lot of weird speculations but at the end everything its not what we are going to spected, Like with the garlemand emperor, we all thought it had to be a clone or a younger version of him, but at the end it was what we all feared, just a new emperor. Just think on that guys, I'm almost sure I'm right with my opinion, we just need to wait for 2,5 ( if this mistery is revealed there but i doubt it ). SE doesnt made strangue stuff, if they would want to hide something, we would notice it.
