SE probably ran the business case, and found that they make more if one person spends $100 on a statue after costs for the emote, then if 25 people spent $4 for it alone. That is, they cant depend on 25 people buying the emote for every one who would buy the statue. Like there aren't enough casual spenders to make the targets they want to reach, so they need to focus on big spenders instead. It sucks, but this is gaming now.
