Who cares? It's obviously anti-social behaviour and the GMs should do something about it. If there isn't a rule in the ToS that it technically violates, then make one.
Was told recently there's an illegal tool that'll just delete them all from your screen, but its illegal and shouldn't be used obviously.

The ToS isn't there to enforce whatever you feel it should. And neither are we the people to enforce or decide how it's used. If you have an issue with someone, report and move on. It's not up to us to decide the outcome of the report.

I would get it if it was people who were mad at his RP of being racist vs Lala's but this is just about them existing considering the times they actually talk are so minimal.

The ToS exists to create a fair and pleasant environment for players of the game. Anti-social behaviour like this (and verbal harassment, I've heard?) runs contrary to that goal. Some people seem to really want this to continue in perpetuity, but like... is the bit really still that funny to you after all this time? I could kinda understand the appeal if it were temporary and tasteful in execution, but there isn't even a punchline to the joke. It's just a hundred fake characters clogging up Limsa forever while the guy responsible revels in the resulting negative attention.
For a real world analogy; blasting music on the train without headphones isn't illegal in most places, but I think most people would understandably be bothered by it. If someone is taking the same train route back and forth all day every day, nonstop blasting the worst music you've heard in your life through a dozen bluetooth speakers for the purpose of deliberately bothering everyone around them... should everyone else be expected to wear ear plugs? Personally I think it'd make more sense to ban the one guy from riding that train for the sake of public order. This is a disturbance to the eyes rather than the ears, but you get my point. You could use a more 1:1 analogue and it would still stand.
Performers in Gridania are performing a song for the entertainment of others. They aren't taking up the entire aetheryte plaza, they aren't acting with any ill intent, they haven't received substantial public backlash for what they do, and mostly importantly they leave once their performance has concluded. They are much fewer in number like you said, and you can conveniently mute the sound of their performance with a simple command or macro on your hotbar. This is much easier than having to blacklist over a hundred accounts, not going to Limsa or transferring home servers.

There's a clause in rules where SE reserves right to terminate anyone's account for any reason.
It's about time to use this clause here.
Literally any other game would've dealt with this issue long time ago.
Instead, players are forced to deal with it via their own methods breaking tos in process.

Every time I go to Aether and visit Sagittarius im just blown away how safe Limsa is.
Perhaps the player is engaging in a psychological study about how some human beings let the existence of an innocuous thing bother them to the point they think it's no longer innocuous.
I agree it was a problem at the beginning when there was some verbal abuse involved but that stopped long ago. Now it's just a bunch of player characters standing around doing nothing like just about every other player character in at the Limsa Aetheryte Plaza. Super easy to ignore any time I encounter them.
If someone goes "it's not so easy to ignore when I'm always at the Aetheryte", maybe don't spend so much time at the Aetheryte. Utilize other spots within Limsa (or whichever city you're in) instead while you wait in queue or for your party to form. Go inside the Bulwark. Walk down to the Hawker's Alley Aetheryte and hang out there with your friends. You'll still be able to see what's going on in the same shout chat since you're still in the same zone but you won't have to look at them.
It's crazy to me that people won't utilize easily accessible options to avoid what's irrationally annoying them.
Players are free to do what they want within reason. If someone wants to have their characters of any race stand around in their underwear (which generally covers more skin than a bathing suit, by the way), that's their business.

This is ultimately something that works both ways, really.
The only exception is that some people are trying to rationalize it around the player 'simply being afk' - Of which you really don't need several dozen accounts to do.
I think you just need to accept the very strong possibility that they are aiming to (at best) be intentionally disruptive rather than "Hey I am going to create several dozen trial accounts to increase my AFK aura"
Like we can sit here and debate that nobody knows the true intent -- Which yes is true, but what is the most plausible explanation?

I can accept a possibility all I want. I could accept the possibility they're scared of mice and find big muscle men attractive but until they actually prove something I'm just speaking in hypotheticals.
Also if we're putting out theories I imagine a topic dedicated to their AFK activities is actually very thrilling to them if they want attention.
