I agree with the OP. I've said this before a couple times.
NPCs and the monsters need to move and do things. As the game is right now, it feels really robotic.
The thing is, the aggro symbol doesn't have to hurt that discovery feeling. One idea for this is you know that the monster will aggro, but you don't know how. For example, that are monsters you can pass behind and they won't even notice you, and there are monsters that will face you if you do.
The "groundwork" is already implemented. So I'd like it to be more deep, like in FFXI with sneak, invi. Make mobs aggro by sound, smell, movement and other things :) that way, you may know that mob is aggressive, but you have to discover and get to know his behaviour :)
About the topic, there are great ideas here. But what I miss the most is the roaming NPCs. The cities are.. lifeless. The shops could have a schedule and close at night, for example.
Some monsters already do aggro by sound like Efts. They don't go by sight, you can walk right in front of them (outside a very small range) and they won't pay you any mind. If you run or do any action that makes a sound, like taking your weapon out, they will "look" right at you.
We need more of that sort of thing, maybe not just sight and sound? :o
Things that will make the world of Eorzea breath with life, aggressive monsters that protect their territory (another monster comes in, it kicks it away... anything to infuse life into Eorzea). :)

Kita, I'd love the world to be more alive too. As someone mentioned previously on a now closed thread, the idea of changing mob behaviour specially when it's aggresive, like maybe a growl or any natural pose so you get a warning it will aggro you. Or NPCs who wave at you or shout when a quest is available. This was about removing the icons who make it too easy sometimes.
I was thinking yesterday while running through the Black Shroud during a heavy storm, and I'd love to see stuff like when it's raining or storming with thunder, the mobs would hide and try to cover. But I can also see that this could be a problem when you would grind on them.
Maybe not try to make the game too realistic (I myself don't like too much realism in a fantasy world), like when you walk too much your footwear will be red in no time, but that's another thing. I'm totally in for an alive Eorzea, alive mobs, NPCs, atmosphere, so yes, please.
I want them to bring back undead durning nighttime, elementals durning weather changes, and shops closing/opening durning different times in the day. These things made you feel like you were in a real world, and even had to pay attention to the time, weather, etc.
