You also have to take into account, if you lower a tanks HP, how will that affect the damage of the boss in relation to not only the tanks, but also the DPS/Healer. As an example, take a room ride AoE. If the tanks HP is similar to a DPS, and the roomwide is designed to take a significant chunk off of a DPS HP, the tank will also feel the same, and then have auto attacks, making it that much more dangerous, if a tanks HP is too high, raid wides won't pose a threat to a tank at all. there has to be some sort of balance.
Also, a tanks main stat is their vitality, of course it's going to be higher than their other stats, in the same way the damaging stats are going to be higher on a DPS.
