Maybe not enough ppl reported it. I think telling people to download and install rotation mods was already sailing a ban hammer. I do plan to report this in game for harassment aswell

I literally only have a problem with them if they're also bad at the game, you'd expect someone who breaks the TOS to feel c00t to also know how to be good at the game considering that there are over a dozen tools accessible through the same TOS-breaking software to make fights play themselves.

That being said, for the topic at hand, I understand and agree with both sides made to this argument. I don't think you should exclude everyone because you ran into a few bad players, and also you shouldn't be ok with griefing other players on purpose. However, I still have yet to understand after all these years what makes people like OP purposely inconvenience others by being subpar at the game without trying to get better and be less of a detriment to those around them. If you claim you're a casual and not tryhard and yadda yadda yadda, why on god's green earth do you insist on doing harder content with no goal to improve yourself. If you're a self admitted casual with no interest to improve, stick to the casual content made for you. Don't attempt to force people to accept you when it isn't earned. There is a reason why the JP community has much higher clear rates in every piece of content than the rest of the NA/EU community. It's not because they're better than us, it's because they have a group mentality and every player shares the sentiment of not wanting to be the weakest link. Instead of doing whatever you suggest, I think we should strive for that instead.

I would say this content is definately not designed for 710 in mind, as things hurt even at 730. I don't blame people for ilv locking their parties high, as the content more or less expects it.
You can call this a design failiure on the dev's part if you want. But the ilv locking makes sense to me. 710 is too low
Just saying that if people lock PF groups for CAR to 730, that means the non-raiders that CAR was supposed to entice into higher difficulty content can't join those PFs to get into the duty that would let them get 730.

I wouldn't call it a misuse of the report feature, but they are more than likely going to do nothing about it, as sanctions on the forums don't cascade into in-game sanctions. The worst case they will be told to click the 'Report Post' button in the forums, and even then, to be honest they are more than likely only going to end up deleting the thread entirely eventually.

You seem to be under the misconception that "will be" is current tense and not future tense. "Will be" refers to the deep dungeon, variant dungeons, field content and cosmic exploration that is currently not yet released, but as they said, "will be".
I will agree that it feels bad that they front-load the expansion with mostly raid content and the casual stuff starts coming out halfway through, and I feel like with the amount of revenue the game makes, they could take on some more pure-content devs
to fill in the gaps and give people more to do from the start of X.0, and not having to wait till X.2 patch.
Am I the only one that finds CAR enjoyable? The only real critique is the body checks needed in p2 and the target audience for this content don't have a brain, so they're not used to doing mechanics. Instead of all 24 ppl needed to do the mechanics, it should've been 12-18 ppl, leaving the other 6-12 people what Destiny 2 players call the "Add clear" role (aka you do nothing).
No, it means the PF leader set it to what they wanted. Having 10 people who have cleared and 14 who haven't is probably going to end up in a non-clear in a PF party. Even "Farm" parties fail often. They are probably banking on clearing will be a better ROI then having a lower item level group that might not clear and thus getting no rewards. But at the end of the day, if the party fills, then apparently there was enough interest at those parameters to fill.

I am pointing out the consequences, not judging the decision. You can say that it means the party leader is exercising their right. That does not stop it from also meaning, by necessary implication, that it is also locking out everyone who isn't already a savage raider.
Not all players are interested in doing high-end content, just as not all raiders will be interested in doing Exploration zones when they are the ones saying there's no content for them.. I mean this is fine anyway.
Then you also have the issue that this development team does absolutely nothing whatsoever to actually encourage or enforce learning. It avoids it with a barge pole. Heck, they are too afraid to release content on the difficulty of on-content Ivalice or on-content Dun Scaith because they don't think newer players will have the 'skill' to do it. Let's be honest if a person levelling from 1-60 in Heavensward is able to do Dun Scaith without major issues, and if a player can do 1-70 doing Ivalice without major issues, then they can certainly do something on that difficulty after doing 1-100.
The unironic thing is that it is the devs that have created the rift between casual players and raiders.

I for one, think CAR is HILARIOUSLY fun. Its also not very difficult provided people stay together with their party instead of accidentally baiting a Particle beam cleave into another alliance.
Something is pretty much always happening at all times, and if something isn't presently happening, then a bunch of stuff is gonna get vomited out all at once very shortly.
