The only reason they'd 'like' for players to not do it, even though it's allowed, is so people won't complain until they have to change something that would naturally resolve itself in a week or two anyways.
That's why the 'topics continue to arise regarding whether or not this is considered real-money trading' bit is right in front of the last sentence.
SE doesn't consider it RMT, but if players complain enough, they'll have to hunker down so they don't lose customers.
This is most likely SE testing how we respond to being able to sell things from the mogstation for future items they're bound to add.
