Here's the problem with that mentality.
Chipping away at something with an actual visual guide of progression is fine. Such as the Butchers Crown - It was a very, very long process, but you could always keep track of where you currently stood on it.
This is completely random nonsense, it's as others have said, purely based on luck, not skill, not ability, just being in the right place at the right time. That does not reward a player for anything. I agree it's an alternative to the other higher tier weapons, but at the same time, it should be a Fair system that people don't feel as if they're beating themselves up for nothing.
Even if the system was designed with a lockout idea in mind, once per day, I would've been completely fine with that. But obviously that's not the case as a FC friend has 7, last time I spoke to him. Ontop of that, at one point he came to the area I was already in, spent thirty minutes in that zone, got his Atma then went to the next, I haven't seen anything. There's no reward to it, it's just bad design, plain and simple.
