Merging servers would give FF14 the connotation of failing regardless whether it is or isn't. Thus, that would be a no-no and hurt them more than help.
Imagine potential new customers, "I heard they had to merge servers already." "Oh really? This game must not be doing well."

In both instances you have loss of business, but the later already has your business. Under normal circumstances it is cheaper to keep a customer than get a new one. However with the PS4 market opening up it wouldn't be worth the risk of deterring new customers and generating even more work for them. Plus there is a high chance it is the PLAYERS ISP's route to the servers. I know some people in Austria/Germany who play fine w/o fiber or ping zapper and don't have lag issues unless everyone else is getting them due to the server taking a crap. Then here in the U.S. people have fiber and need ping zapper to fix their lag, due to a bad routing path or ISP issue. Yes, EU players must cross a big pond to access the servers. Does this mean the high packet loss is due to SE? Nope. When I visited family in the holiday(s),still in the US, I had 300 ping because of bad wiring in that city.
