I don't think your friend not being iLevel 230 the day he hit level 60 is cause for a rework of the iLevel progression system.
Its a progression system.
No one instantly got to any high iLevel the moment they hit 60. Your friend will just have to put the work in like the rest of us.
I honestly think the real problem is that you're having a tough time convincing your friend to continue playing this game when it seems like he's not really enjoying himself. You shouldn't have to "push" anyone to keep doing something that should be fun for him. This isn't work or school. If your friend couldn't find anything in the game that he enjoyed enough to motivate himself to continue playing without your helping hand, then not even a rework of iLevels is gonna be enough.
