At some point the future? Maybe.
For 4.0? Hopefully not - I'd much prefer to see the additional selection of playable races receive upgraded, more in-depth customisation especially with the PS3 support set to be dropped.
It'd appease more people - the novelty of Viera would wear off for many pretty quickly/don't appeal to some people at all. Whereas at least one of the current races appeals to people in the majority of cases.
Au Ra were actually revealed at the Tokyo Fanfest for Heavensward, not the first Fanfest of that cycle.
Vegas was pretty barren for Stormblood specifics beyond Stormblood's exists, it's about Ala Mhigo and Garlemald, new jobs are incoming, and look at my Scarlet Witch shirt.
It's likely due to the team needing new things to say at the next fanfests as well as TGS and possibly the Leipzig convention (not sure on that one.) and a new race would be a huge deal.

...because it would be an immense amount of work, taking a lot of development time away from other aspects of the expansion. Hence why WoW didn't add a new race when they updated their character models (and even they did it far less efficiently than FFXIV's development cycle permits).
