An ideal system would keep content experienced by players fresh and without the feeling of having too much repetitiveness. Skills for the game should be learned while doing different levels of content.
Ultimately the game needs to attract subscribers; that means repetitive masochism has to be minimized, and engaging experiences while leveling up maximized. The length of time it takes to level up to max level doesn't necessarily matter as long as the players feel they have exciting experiences to take part in. Most people who would play this game would not argue that levequests are an exciting feature of the game, for example, as it's often one of the most cited reasons for why players left FFXIV in the first place.
