You should see it from a view of a new player. I think after Steps they will be around i90 to i100 when hitting the expansion. So the level and first tome phase could als be used to catch them up to i130.
You also should remember, there will be no new relic before 3.1, what would be 3 month after release. I really can't believe, that they will make our hardly grinded relic completely useless for about 3 month, especially after he said, it would be worth do finish it before expansion. The relic was always good enough to start raiding with.

From what's been stated in the past (not that it's necessarily true) and just common sense, tomestones of law should give gear that is at least i150 if not higher, possibly much higher. It's hard to say how much item progression they want to fit into 10 character levels or how much overlap there will be between current best gear and the new best gear (from 51-59), but I would expect that by ~55 crafted HQ gear and dungeon drops will be useful even to people with currently good if not BiS gear.
Even if the best gear you can get from leveling dungeons (capped at 59) is only 140 (which would seem ridiculous to me), level 60 dungeons must have better gear than that (at least 145 if not 150), then Law tomes must provide better gear still (150-160), and Alexander (Normal) should be even better gear (155-170), Esoteric's better than that (160-180), and Alexander (Savage) at the top (165-190). [The range grows because the first number assumes 5 ilvl gaps and the second assumes 10]
There shouldn't be much if any concern for new players gearing up with Poetics or anything else. There will be new reasonably priced gear on the MB (crafted from 51-59 from new easily gathered materials) that should have sufficient stats, as well as new vendor gear that's much better than i49 (or whatever is currently available). Further, new players won't enter Heavensward at level 50 like current players will. Yoshi's said that there's nothing you have to do to remove the level cap. The new cap will just be 60 as soon as the expansion is released (and registered) meaning new players will be gaining experience points toward level 51 inside CM and Praetorium, nevermind all the other stuff they'll need to do before they even get to the Steps of Faith. More than likely a new player will have easy access to new gear that's as good or better than what we have now for Steps of Faith as well as being a higher level (though we don't know if current level 50 content will be capped or how).
Are you not familiar with stone tablets, like cuneiform tablets? Or how about tablet computers, which would likely appear as exotic stone to anyone unfamiliar with modern computers. These tomestones are strongly implied to be some form of computer data storage used by the Allagan civilization, and one developer explicitly compared them to USB drives in an interview.
The 2 new tomes will replace our our tomes regardless if you have the expansion or not. Idk why people can't grasp the fact that anything added to the game, is also added to the core game. Sure they can't get gear from expansion areas but that doesn't mean they aren't allowed to equip it. Unless for whatever wants to keep the current tomes, (which would be pretty pointless and a waste of UI space/clutter) Everyone will have access to the new tomes.
I must be mistaken. I probably got this wrong idea when he said that AlexN and AlexH item level gap will be larger than anything in 2.x.
Yeah. They could just automatically convert all current Soldiery and Poetics in a pre-determined ratio to Law for everyone. Make all 2.x level-cap content give Law instead. Put the Law & Esoterics gear vendor in a Heavensward zone, and let current Soldiery/Poetics vendor accept Law. Problem solved.
